(a) There shall be a Board of Sanitarian Registration to examine
and register qualified Sanitarians.
(b) The Board shall consist of five (5) members appointed by
the Commissioner, from a list recommended by the Maryland Associa-
tion of Sanitarians, Incorporated GOVERNOR WITH THE AD-
VICE AND CONSENT OF THE SENATE. All Board members
shall qualify for registration as a Registered Sanitarian under this
Subtitle; provided that on or after June 30, 1970, each Board member
shall be a Registered Sanitarian, as provided in this subtitle.
(c) Board members shall be appointed for a term of office as
follows: one member shall be designated for a term expiring June
30, 1970; one member shall be appointed for a term expiring June 30,
1971; one member shall be appointed for a term expiring June 30,
1972; one member shall be appointed for a term expiring June 30,
1973; one member shall be appointed for a term expiring June 30,
1974. Thereafter the term of office of each Board member shall be
five (5) years. Vacancies shall be filled by the Commissioner GOV-
ERNOR for unexpired terms. The Commissioner GOVERNOR may
remove a Board member for misconduct in office, incompetency,
neglect of duty, or other sufficient cause after due notice and a hearing.
(d) The Board shall have the following duties and responsi-
bilities:
(1) After appointment of all members, the Board shall organize
and elect a Chairman, Vice Chairman, and Secretary of the Board
from among Board members. Thereafter, officers shall be elected
annually in the month of July.
(2) The Board shall adopt bylaws and rules of procedure which
may reasonably be necessary for the proper performance of its
duties and regulation of its proceedings, including the establishment
of necessary examination fees. The Board shall adopt an official seal,
which shall be affixed to each certificate issued.
(3) The Board shall meet at least once annually, and shall hold
other meetings as deemed necessary to carry out the provisions of
this subtitle.
(4) The Board shall issue certificates of registration to appli-
cants who have been found qualified as Registered, Sanitarians or
Sanitarians-in-training. Each Certificate of Registration shall bear
the designation "Registered Sanitarian" or "Sanitarian-in-training,"
and shall further bear the name of the certificate holder, date of
issue, serial number, seal, and signature of the Board.
(5) Four (4) members shall constitute a quorum, and special
meetings of the Board shall be called by the Secretary of the Board
upon written request of any two (2) Board members, or upon a
written petition signed by ten (10) Registered Saniterians SANI-
TARIANS.
(6) Members shall not receive compensation for serving on the
Board, but shall be reimbursed for all necessary expenses incurred
in carrying out the provisions of this subtitle.
(7) The Secretary of the Board shall receive and account for
all fees provided in this subtitle. These fees shall be deposited with
