Board of Education the amount of the Budget of the Board of Edu-
cation which has been approved by the County Council, in twelve
(12) equal monthly installments, or at such times as the County
Council and Board of Education mutually agree. Taxes levied pur-
suant to Section 68 of this Article shall be retained by the county,
and any annual deficiencies in the tax shall be the responsibility of
the county.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1968.

(Senate Bill 262)
AN ACT to repeal and re-enact, with amendments, Section 88 (1)
of Article 66˝ of the Annotated Code of Maryland (1967 Sup-
plement), title "Motor Vehicles," subtitle "Administration—Reg-
istration—Titling," providing that the requirement of the com-
pletion of certain hours of practice driving will not apply to
certain people.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 88 (1) of Article 66˝ of the Annotated Code of Mary-
land (1967 Supplement), title "Motor Vehicles," subtitle "Adminis-
tration—Registration—Titling," be and it is hereby repealed and
re-enacted, with amendments, to read as follows:
88.
The Department shall not issue any license hereunder:
(1) To any person as an operator, or chauffeur who is under the
age of eighteen (18) years, unless such person is at least 16 years
of age and has passed a driving education course as approved by the
State Department of Education or the Department of Motor Vehicles,
consisting of not less than thirty (30) hours of classroom instruc-
tions and not less than six (6) hours of behind-the-wheel practice
driving, provided, however, that the six hours of behind-the-wheel
practice driving as required above will not apply to any person who
has passed a driver education course prior to the effective data of
this Act. JULY APRIL 1, 1968. Such training shall be given by the
public, private, or licensed professional driver training schools.
Sec. 2. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the imme-
diate preservation of the public health and safety and having been
passed by a yea and nay vote supported by three-fifths of all the
members elected to each of the two Houses of the General Assembly,
the same shall take effect from the date of its passage.
