ITY. After May JULY 1, 1978, the County Commissioners may re-
view the status of the open-spaces land and recreation fund and may,
in their discretion, direct that the proceeds from the 55¢ rate be
placed thereafter into the general fund of the county.
(c) It shall be unlawful for any person to record any instrument
subject to the tax imposed by this subtitle, or to incur any addi-
tional debt secured by an instrument previously recorded, with
respect to which additional debt a tax is required to be paid, with-
out having provided for the payment of the tax and recordation
charge as herein provided, and it shall be unlawful for any person
to willfully misrepresent the amount of the actual consideration in
any such transaction by affixing to any such instrument evidence
of a greater or lesser tax paid than prescribed in this Article. Any
person violating the provisions of this subtitle may be subject to a
fine of not more than $500.00 or to sentence of not more than six
months in jail.
Sec. 2. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the imme-
diate preservation of the public health and safety and having been
passed by a yea and nay vote supported by three fifths of all the
members elected to each of the two Houses of the General Assembly,

SHALL TAKE EFFECT JULY 1, 1968.

AN ACT to add a new Section 68B to Article 77 of the Annotated
Code of Maryland (1965 Replacement Volume), title "Public Edu-
cation," subtitle "Chapter 5. County Board of Education," to fol-
low immediately after Section 68A thereof, making provisions in
Wicomico County for the payment of the budget of the Board of
Education by the County Council.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 68B be and it is hereby added to Article 77 of the
Annotated Code of Maryland (1965 Replacement Volume), title
"Public Education," subtitle "Chapter 5. County Board of Educa-
tion," to follow immediately after Section 68A thereof, and to read
as follows:

In Wicomico County, the following provisions shall apply, notwith-
