filing of applications for licenses and the qualifications of appli-
cants. The Board may designate officers of County Humane Socie-
ties, Societies for the Prevention of Cruelty to Animals, Licensed
Veterinarians, to act as its agent and to make routine inspections.
Such agents shall serve without pay, but may be paid actual ex-
penses as elsewhere provided in this subtitle. If there is no County
Humane Society in a county, the Board may designate officers from
a Humane Society in an adjoining County.

All applications for licenses shall be filed with the Board. The
fee for all licenses shall be five dollars ($5.00) per year.

Any member of the Board of Inspection may enter upon and in-
spect any premises where a licensed horse riding stable is being
operated or any premises upon which he has reason to believe a
horse riding stable is being operated.
130D C.
(a) A license issued under this subtitle shall be the property of
the State and shall be loaned to such licensee and it shall be kept
posted, in a conspicuous place upon the premises where such riding
stable is operated. Such license shall expire by limitation on the
thirty-first day of May following its issuance. A license may be re-
newed from year to year upon payment of the prescribed fee. No
license issued under this section shall be assignable or transferable.
(b) Any license issued under this subtitle may be suspended or
revoked by the Board, after a hearing, for any one or more of the
following actions by the licensee: (1) failure to provide suitable
food, water and shelter for the horses under control; (2) mainte-
nance of an unsanitary or unfit stable; (3) failure to provide suit-
able saddles, bridles, harnesses and other tack or equipment; (4)
allowing unfit horses to be used for riding or driving purposes;
(5) refusal to allow a member of the Board to enter and inspect
the licensed premises or obstruction of any member of the Board
in the performance of his duties; (6) commission of any act of
cruelty or torture, as such terms are defined in Article 27, Section
62 of the Code, or allowing the commission of any such act of
cruelty or torture by any other person with relation to any horse
under his control; and (7) any other action that in the opinion of
the Board of Inspection, taking into consideration the welfare of
the horses under his control, shall show that such licensee is unfit
to operate a horse riding stable.

Any person violating any provision of this section shall be guilty
of a misdemeanor and upon conviction thereof be imprisoned for
not more than eleven (11) months or be fined not more than two
hundred fifty dollars ($250) or be subject to both imprisonment
and fine.
Sec. 2, And be it further enacted, That this Act shall take effect
July 1, 1968.
