been the owner of a hunter's license or an angler's license and has
been a resident of the State for a period of at least three years prior
to said appointment; and said person shall be well informed on the
subject of wildlife conservation, [and restoration, especially wild
waterfowl, birds, game, furbearing animals and inland fishes.]
No person shall serve as a member of the Commission for a period
in excess of two full consecutive terms, provided, however, that
nothing herein contained shall prevent a person's reappointment
after the expiration of an intermittent period A TWO YEAR
PERIOD.
(b) The members of the Commission shall hold office for terms
of five (5) years and shall receive no compensation for their serv-
ices as members thereof, except that each Commissioner shall be
reimbursed for actual and necessary traveling expenses incurred or
made by him in the discharge of his official duties to be paid from
the State Game Protection Fund [.] within Budget limitations.
[(c) The Governor of Maryland shall designate one commissioner
to serve for one year; one commissioner to serve for two years; one
commissioner to serve for three years; one commissioner to serve for
four years; and one commissioner to serve for five years; all of said
terms shall begin on the first Monday in June, 1939. Thereafter
such appointments of commissioners shall be for terms of five (5)
years.]
[] (c) Upon the death, resignation or removal from office
of any person so appointed as aforesaid, the Governor shall fill the
vacancy for the unexpired term. The Governor may remove a Com-
missioner for inefficiency, neglect of duty, or misconduct in office.
[(e)] (d) The Commission shall hold meetings at the office in
Annapolis in July and January and at such times and places within
the State as the Chairman and the Director may [appoint] desig-
nate with every consideration being given to periodically meeting in
the several geographic regions of the State. At the meeting held in
July, the Commission shall elect one of its members as Chairman,
and one of its members as Vice Chairman. Such officers shall hold
office for a period of one year. Three members of the Commission
shall constitute a quorum for the transaction of business. Provided,
however, this subheading shall not change the status in any manner,
of the present members of said Commission except as otherwise pro-
vided herein.
114. Director.
(a) Appointment; salary; expenses; application of merit system
to Director, officers and employees.—The Game and Inland Fish
Commission of Maryland shall appoint, in accordance with the pro-
visions of Article 64A, a Director who shall receive such salary as
shall be provided in the budget, and he shall be entitled to traveling
expenses, and all other expenses incurred when away from home in
the discharge of his duties; provided, however, that the present
Director, all officers and employees of the Department of Game and
Inland Fish [Commission] shall be and remain under the merit
system and no employee shall have his or her status under the merit
system altered or changed.
