subtitle, generally revising the laws and provisions applicable to
birds, game and inland water fish, the Game and Inland Fish
Commission, and fishing and hunting in this State AND DIRECT-
ING THE GAME AND INLAND FISH COMMISSION TO PRE-
PARE A CERTAIN PLAN TO BE SUBMITTED TO THE 1969
SESSION OF THE MARYLAND GENERAL ASSEMBLY.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Sections 112(r), 112(s), 118(c), 131A, 175(d), 219(i),
and 219(j) be and they are hereby added to Article 66C of the
Annotated Code of Maryland (1967 Replacement Volume and 1967
Supplement), title "Natural Resources," subtitle "Birds, Game and
Inland Water Fish," to follow after Sections 112(q), 118(b), 131,
175(c), and 219(h) thereof, respectively; that Sections 120, 132(k),
196(g), 196(h), and 224A of this article and subtitle be and they
are hereby repealed, and that Sections 113, 114, 116, 117, 119, 121,
123, 124, 125, 126(b), 126(c), 126(d), 126A(a), 126A(b), 127, 128,
129, 130, 131, 132(a), 132(b), 132 (h), 132 (i), 132(1), 132(m),
132(n), 141(a), 143, 145(B), 146, 151(b), 151(c), 153(a), 158, 160,
176(c), 176(e), 176(g), 176(j), 176(k), 177(a), 178(b), 181(b), 181
(c), 196(b), 196(c), 196(e), 196(i), 196(k), 196A, 197, 198, 207, 207A
(a), 207A(b), 208, 210, 212(a), 212(b), 213(a), 213(b), 216, 218,
219(b), 219(c), 219(d), 219(e), 219(f), 219(g), 219(h), 220, 221,
225, 226, and 227 of this article and subtitle be and they are hereby
repealed and re-enacted, with amendments, and all to read as follows:
112. Definitions.
(r) The term "angling" means the taking of, or attempting to
take, fish by hook and line with the line held in the hand, or by hook
and line with the line attached to a pole or rod which is held in the
hand, or attended in such a manner that the fish voluntarily takes
the bait or lure in its mouth.
(s) The term "wildlife" shall mean all living creatures, not
human, wild by nature, endowed with sensation and power of volun-
tary motion and including quadrupeds, mammals, birds, fish, amphib-
ians, reptiles, crustaceans and mollusks.
COMMISSION
113. Creation; composition; appointment and removal of members;
terms of office; expenses; meetings; officers.
(a) A commission to be known as the Game and Inland Fish
Commission is hereby created. The Commission shall consist of five
citizens of this State [who] four of whom shall be appointed by
the Governor, WITH THE ADVICE AND CONSENT OF THE
SENATE, one from each of the four regional wildlife administrative
areas of the State, and the remaining member may be appointed
by the Governor, WITH THE ADVICE AND CONSENT OF THE
SENATE, at large from a list of names submitted to him by interested
organizations, including the Maryland Wildlife Federation, the Izaak
Walton League and the Farm Bureau, [and who shall fairly represent
the several geographical sections of the state, and n] No person shall
be appointed to said Commission unless said person has held or has
