(3) The height of existing structures and trees on and in the
vicinity of the particular airport;

(4) The possibility of lowering or removing existing structures
or trees in the vicinity of the particular airport;

(5)   The views of the federal agency charged with the fostering
of civil aeronautics as to the aerial approaches necessary to safe fly-
ing operations at the particular airport;

(6)   The hazards, risks and dangers of aerial traffic at the particu-
lar airport;

(7)   The type, size, weight and load capacity of aircraft using or
which may use the particular airport;

(8)   The weather conditions generally prevailing in the vicinity of
the particular airport;

(9)  The size and lay-out of the landing area of the particular
airport;

(10)   The present and future needs of the inhabitants of Balti-
more City and Anne Arundel County with reference to the use of
the particular airport for public transportation; insofar as any of
them affect, and in order to promote the public health, safety, order
or security.

(e)  Same; applications. No airport zoning district or airport zon-
ing regulation or restriction shall apply to any property located more
than three (3) miles beyond the outer perimeter of any particular
airport and no airport zoning district or airport zoning regulation or
restriction shall apply to any property until and after the Maryland
Airport Authority has acquired the property for the particular air-
port and the lay-out of such airport has been determined.

(f)  Zoning Commission.

(1)  Appointment. In accordance with the provisions of Section
16 of Article 1A of the Annotated Code of Maryland, the Airport
Zoning Board is hereby authorized and empowered to appoint a com-
mission, to be known as the Airport Zoning Commission, which com-
mission shall be subject to all of the terms and conditions contained
in said Act and this subheading, to recommend the boundaries of the
various original airport zoning districts and appropriate regulations
to be enforced therein. The Airport Zoning Commission shall make
its final report to the said Airport Zoning Board within twelve (12)
months from the time when the Airport Zoning Commission is
created.

(2)  Members; meetings. The said Airport Zoning Commission
shall consist of three (3) members appointed by the Governor with

the advice and consent of the Senate. AIRPORT ZONING BOARD

ONE MEMBER TO BE A RESIDENT OF ANNE ARUNDEL
COUNTY, AND ONE A RESIDENT OF BALTIMORE CITY. The

Chairman of said Commission shall be designated by the Airport
Zoning Board. Vacancies on said Commission shall be filled in the
same manner as original members are appointed for the unexpired
term of any member whose term becomes vacant. The members of
such Commission shall be removable for cause by the appointing
authority upon written charges and after a public hearing. The
