CHAPTER 447
(Senate Bill 220)

AN ACT to repeal and re-enact, with amendments, Section 184 (a)
of Article 56 of the Annotated Code of Maryland (1964 Replace-
ment Volume and 1967 Cumulative Supplement), title "Licenses",
sub-title "Public Passenger and Freight Motor Vehicles"; and
to repeal and re-enact, with amendments, Section 81 and all of
its subsections of Article 66˝ of the Annotated Code of Mary-
land (1967 Replacement Volume), title "Motor Vehicles", sub-title
"Administration—Registration—Titling"; and to repeal and re-en-
act, with amendments, Sections 273 and 275 of Article 81 of the
Annotated Code of Maryland (1965 Replacement Volume), title
"Revenue and Taxes", sub-title "Tax for Use and Maintenance
of Roads"; to repeal and re-enact, with amendments, Section 32;
to repeal and re-enact, with amendments, Section 33; to repeal
and re-enact, with amendments, Section 34; to repeal and re-
enact, with amendments, Section 38; to enact new Section 38A
(with subsections (a), (b) and (c)) to follow immediately after
Section 38, all of Article 89B of the Annotated Code of Mary-
land (1964 Replacement Volume, 1967 Cumulative Supplement)
title "State Roads", sub-title "Distribution and Use of Special
Funds"; to repeal Sections 106 through 119 of said Article and
Title of said Code, sub-title "Bond Issues of 1933 and 1935";
"BONDS, NOTES OR OTHER EVIDENCES OF INDEBTED-
NESS"; to repeal Section 211C of said Article and title of said
Code, sub-title "State Highway Construction Bonds, Third Issue,"
"BONDS, NOTES OR OTHER EVIDENCES OF INDEBTED-
NESS," and to enact new Section 211C to stand in lieu thereof; to
repeal Section 211H and to enact new Section 211H to stand in lieu
thereof; to repeal Sections 211H (1), 211H (2), 211H (3), 211H
(4), 211H (5), 211H (6), 211H (7), 211H (9), 211H (10) and
211H (11); to repeal Section 211-I and to enact new Section 211-1
to stand in lieu thereof; to repeal Section 211J (1) and 211J (2);
and to repeal as of July 1, 1969 Sections 211J, 211K and 211L; and
to repeal Section 211-0 and to enact in lieu thereof new Section
211-0 all of Article 89B of said Code, title "State Roads", sub-
title "Expenditure of the Commission's Funds and Programming
and Scheduling of Highway Projects", increasing the registration
fees for motor vehicles prescribed therein, eliminating those
portions of said sections that require a part of such fees to be
paid to the counties, Baltimore City and certain political sub-
divisions; repealing obsolete subsections under the sub-title "Dis-
tribution and Use of Special Funds"; repealing the section that
relates to the transfer of funds from the State Roads Commis-
sion Construction Fund to the State Roads Commission Main-
tenance Fund and renumbering certain sections under said
sub-title; changing the formula for the distribution of highway
user funds between the State Roads Commission, the counties
and municipalities and guaranteeing certain minimum revenues
to certain counties and relating to the purposes for which such
revenues may be expended; relating to the use of certain of such
funds by Baltimore City and the political subdivisions of the
State and providing that the change in the distribution formula
will not affect Sinking Fund provisions of State Roads Commis-
sion and County Highway Bonds heretofore or hereafter issued;
