creating the State Roads Commission Construction and Main-
tenance Fund; relating to the acquisition by the State Roads
Commission of right of way for future highway construction
projects; providing the purposes for which proceeds of State
Highway Construction Bonds and the State Roads Commission's
Construction and Maintenance Fund may be expended and estab-
lishing certain budget requirements; providing for a continuing
five-year highway construction and reconstruction program and
for the first year of each of such programs to be included in
the State Roads Commission's annual budget; providing for the
updating of the Commission's Twenty-year Needs Study Program
each two years with participation in the preparation thereof by
certain local Government officials; repealing certain obsolete sec-
tions of said Article as of certain dates; and relating generally
to the fees charged for the registration of motor vehicles, and
relating generally to the distribution and use of motor vehicle
revenues and the operation of the State Roads Commission.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 184 (a) of Article 56 of the Annotated Code of Mary-
land (1964 Replacement Volume and 1967 Cumulative Supplement),
title "Licenses", sub-title "Public Passenger and Freight Motor
Vehicles"; Section 81 and all of its sub-sections of Article 66˝ of
the Annotated Code of Maryland (1967 Replacement Volume), title,
"Motor Vehicles", sub-title "Administration—Registration—Titling";
and Sections 273 and 275 of Article 81 of the Annotated Code
of Maryland (1965 Replacement Volume), title, "Revenue and
Taxes", sub-title, "Tax for Use and Maintenance of Roads", be
and they are hereby repealed and re-enacted, with amendments,
all to read as follows:

184. Passenger vehicle, fees.

(a) For each passenger motor vehicle registered upon application
as provided by the preceding sections of this subtitle an annual fee
shall be paid to the Commissioner of Motor Vehicles for certificates
of registration issued by him, of [$50] $70 a registration year for
each vehicle where the designed capacity thereof does not exceed
20 passengers, [$100.00] $135.00 a registration year for each
vehicle where the designed capacity thereof does not exceed thirty-
one (31) passengers, [$135.00] $180.00 a registration year for
each other two-axle motor vehicle and [$210,00] $280.00 a regis-
tration year for each three-axle motor vehicle, such fees to be paid
in full for certificates of registration issued on or between the first
day of May and the last day of October in each and every registra-
tion year and such fees to be paid at one-half the said rates herein-
before provided for certificates of registration issued on or between
the first day of November and the last day of April in each and
every registration year; and provided further that certificates of
registration issued pursuant to this section shall be transferable by
the same owner of the motor vehicle to any other motor vehicle
within the same classification. No other additional fees, licenses or
tax shall be charged by the State or any county or municipal sub-
division of the State except the excise tax for the issuance of every
original certificate of title, the property tax and gasoline tax in re-
spect to such vehicles or their operation.
