Section 717 thereof and to be under the new subtitle "Compre-
hensive Water Pollution Control Program"; to add new Sections
75, 76, 77, 78, and 79, inclusive, to Article 96A of said Code (1964
Replacement Volume and 1967 Supplement), title "Water Re-
sources," to follow immediately after Section 74 thereof and to be
under the new subtitle "COMPREHENSIVE Water Pollution
Control Program"; to add a new Section 9(64) to Article 81 of
said Code (1965 Replacement Volume and 1967 Supplement), title
"Revenue and Taxes," subtitle "What Shall Be Taxed and Where,"
to follow immediately after Section 9(63) thereof; and to add a
new Section 326 (aa) to said Article 81 (1965 Replacement Vol-
ume), subtitle "Retail Sales Tax Act," to follow immediately after
Section 326(z) thereof, adding to the State Code certain provi-
sions concerning the Comprehensive Water Pollution Control Pro-
gram, establishing a Science WATER SCIENCES Advisory Board
in connection with this Program, imposing certain duties upon
the State Department of Health and the Department of Water
Resources in connection therewith, granting certain forms of tax
relief to industries for the control of water pollution, and relating
generally to water pollution in this State and to the Comprehensive
Water Pollution and Control Program.
Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 718, 719. 720, 721, 722, 723, and 724, inclusive, be
and they are hereby added to Article 43 of the Annotated Code of
Maryland (1964 Replacement Volume), title "Health." to follow im-
mediately after Section 717 thereof and to be under the new subtitle
"Comprehensive Water Pollution Control Program," and all to read
as follows:

718.
(a) The Governor shall appoint and maintain a Science Advisory
Board to make available to State water pollution control programs
the advice and assistance of the scientific capabilities of institu-
tions of higher learning, private industry, and agencies of govern-
ment and other public bodies not normally associated with water
pollution control activities. The Board shall be comprised of not
more than nine (9) scientific and technical members, including two
(2) members appointed one (1) each from lists of not less than three
(3) names to be submitted, by the President of the University of
Maryland and the President of the Johns Hopkins University.
(b) Each member shall be appointed for a term of five (5)
years and shall serve until a successor is appointed and qualified;
but of the first appointees, one shall hold office for a period of one
year, two shall hold office for a period of two years, two shall hold
office for a period of three years, two shall hold office for a period
of four years, and two shall hold office for a period of five years.
(c) Upon the expiration of the term of any member, a successor
shall be appointed in the manner hereinabove provided. A member
is eligible to succeed himself from time to time.
(d) Vacancies on the Board, through death or resignation, shall
be filled for the unexpired term in the manner hereinabove provided.
