(e)    The members of the Board shall receive no compensation
for their services as members but shall be repaid for actual expenses
incurred in the performance of their duties under this subtitle.

(f)    The Governor shall designate the chairman, the Vice-Chair-
man, and the Secretary of the Board.

(g)    The Secretary need not be a member of the Board and shall
serve without compensation, but he shall be paid for actual expenses
incurred in the performance of his duties under this subtitle. The
Board shall meet at such places as specified by call of the Chairman
or the Governor.

(h) This section is a part of the Comprehensive Water Pollution
Control Program.

719.

In conjunction with AS A PART OF the Comprehensive Water
Pollution Control Program, the State Health Department and the
Department of Water Resources shall submit a joint report to the
Governor and to the General Assembly by not later than June 1, 1969,
on the water quality monitoring, data processing, and laboratory
services needed to meet the water pollution control and abatement
needs of the State. The report shall include proposals and recom-
mendations for legislative and administrative action in the field of
water pollution control.

In conjunction with AS A PART OF the Comprehensive Water
Pollution Control Program, the State Department of Health shall
recommend policy and regulations for the design of sewage collec-
tion and transmission facilities so as to eliminate or reduce water
pollution caused by failure of such facilities to convey all sewage to
treatment plants. The Department shall give due consideration to
such factors as overflows from pumping stations, joint materials
and techniques, hydraulic design, and protection against vandalism.
The recommendations of the Department shall be submitted in a re-
port to all concerned agencies and interests for comment. The report
and comments shall be submitted to the Governor and to the General
Assembly no later than June 1, 1969. The report shall include pro-
posals and recommendations for legislative and administrative action
to improve and implement the requirements of this section.

721.

In conjunction with AS A PART OF the Comprehensive Water
Pollution Control Program, the State Department of Health shall
prepare a report recommending policies and regulations controlling
the disposal of wastes from marinas and watercraft. These recom-
mendations shall be developed in cooperation with the Department
of Water Resources, the Department of Chesapeake Bay Affairs, and
with such other interested agencies and groups as may be deemed
appropriate by the State Department of Health. The report and
pertinent comments shall be submitted to the Governor and to the
General Assembly no later than June 1, 1969. The report shall include
proposals and recommendations for legislative and administrative
action to improve and implement the requirements of this section.
