cle 43 of the Annotated Code of Maryland, for the purposes of rec-
ommending: such treatment works and sewer systems as will pro-
vide the most effective and economical means of collection, storage,
treatment and purification of wastes; means to encourage both mu-
nicipal and industrial use of such works and systems; and methods of
adequately financing such facilities as may be necessary to imple-
ment the plan.

4.    Acceptable to the Department of Water Resources, the State
Health Department and other appropriate regulatory agencies of
the State.

5.    Developed in compliance with Federal regulations governing
the conditions for comprehensive planning grants authorized in Sec-
tion 3 (c) of the Clean Water Restoration Act of 1966.

6.    Instituted as permanent programs for basin-wide pollution
control and are subject to annual review and amendment as required.

(j) Upon approval of the scope of activity by the Governor, the
Department of Water Resources shall provide the Board of Public
Works with a budget showing the funds required during the following
twelve month period to finance the State share of the cost of each
basin program for which a Federal grant has been offered and the
funds required to provide Statewide direction for the development
of river basin programs as provided for in this section. Subsequent
to the first year, a similar report shall be submitted to the Board
of Public Works annually.

Sec. 6. And be it further enacted, That until all of the interest
on and principals of any certificates issued under this Act have been
paid in full, there is hereby levied and imposed an annual State tax
on each One Hundred Dollars ($100) of assessable property at the
rate to be determined in the following manner: On or before
May 1, 1969 and on or before May 1st of each fiscal year thereafter,
the Board of Public Works shall certify to the governing bodies of
each of the Counties and of Baltimore City the rate of State tax on
each One Hundred Dollars ($100) of assessable property necessary
to produce revenue to meet all interest and principal which will be
payable to the close of the next ensuing fiscal year on all Certificates
theretofore authorized by resolution of the Board of Public Works
to be issued, and the governing bodies of each of the Counties and of
Baltimore City shall forthwith levy and collect such a tax at such a
rate.

All matters committed by this Act to the discretion of the Board
of Public Works shall be determined by a majority of said Board.

Sec. 7. And be it further enacted, That this Act shall take effect
July 1, 1968.
