examination or qualification shall be classified in the job classifica-
tion under the State Merit System which is comparable or which
most closely compares with his last job classification as a Baltimore
City employee. An employee appointed to the State Merit System
under this section shall be given thereunder and under Article
73B of the Code for the years of service rendered in Baltimore City
for the purposes of establishing retirement and death benefits, com-
pensation rates, including longevity steps, and the basic rates for
vacation and sick leave credit earnings. AN EMPLOYEE AP-
POINTED TO THE STATE MERIT SYSTEM UNDER THIS SEC-
TION SHALL BE GIVEN CREDIT THEREUNDER FOR THE
YEARS OF SERVICE RENDERED IN BALTIMORE CITY FOR
THE PURPOSES OF COMPENSATION RATES, INCLUDING
LONGEVITY STEPS, AND THE BASIC RATES FOR VACATION
AND SICK LEAVE CREDIT EARNINGS. ANY SUCH EM-
PLOYEE SHALL BE FULLY SUBJECT TO THE RIGHTS,
DUTIES, AND PRIVILEGES OF ARTICLE 73B OF THE AN-
NOTATED CODE OF MARYLAND, TITLE "PENSIONS." No
such employee who has been transferred from the Department of
Public Welfare of Baltimore City to the State Merit System may re-
ceive any diminution in compensation solely as a result of such trans-
fer and appointment.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1968.

(House Bill 578)
AN ACT to repeal Section 13-35 of the Baltimore County Code 1958,
title "Baltimore County," subtitle "Title 13. Health and Sanita-
tion," subheading "Construction, etc., of garbage reduction plant,"
to repeal said section in its entirety, so as to abolish restriction
against erection, establishment or construction of any garbage
reduction plant within nine miles of the Lazaretto Lighthouse on
the Patapsco River.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 13-35 of the Baltimore County Code 1958, title "Balti-
more County," subtitle "Title 13. Health and Sanitation," subhead-
ing "Construction, etc., of garbage reduction plant," be and it is
hereby repealed in its entirety.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1968.
