the squad is notified by the County Commissioners of the failure
to comply with the standards, then the funds allocated to that squad
shall be distributed proportionately among the squads assuming
jurisdiction over that area.
(g) Exclusion. The Charles County Rescue Squad shall be ex-
cluded from the terms of this section. The Board of Fire and Rescue
Commissioners shall submit to the County Commissioners of Charles
County advisory requirements for the Charles County Rescue Squad
for budget and guidance purposes.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1968.
SEC. 2. AND BE IT FURTHER ENACTED, THAT THIS ACT
IS HEREBY DECLARED TO BE AN EMERGENCY MEASURE
AND NECESSARY FOR THE IMMEDIATE PRESERVATION OF
THE PUBLIC HEALTH AND SAFETY AND HAVING BEEN
PASSED BY A YEA AND NAY VOTE SUPPORTED BY THREE-
FIFTHS OF ALL THE MEMBERS ELECTED TO EACH OF THE
TWO HOUSES OF THE GENERAL ASSEMBLY, THE SAME
SHALL TAKE EFFECT FROM THE DATE OF ITS PASSAGE.

AN ACT to add new Section 25C to Article 64A of the Annotated
Code of Maryland (1964 Replacement Volume and 1967 Supple-
ment), title "Merit System," to follow immediately after Section
25B thereof, transferring to the State Merit System those em-
ployees of Baltimore City who are engaged in the electronic data
processing operations AND IN THE WORK, EXPERIENCE AND
TRAINING PROGRAM of the Department of Public Welfare of
Baltimore City, and relating to the Retirement System status and
to the merit system status and salaries of such transferred em-
ployees.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 25 C be and it is hereby added to Article 64A of
the Annotated Code of Maryland (1964 Replacement Volume and
1967 Supplement), title "Merit System," to follow immediately after
Section 25B thereof, and to read as follows:
25C.
Any employee of Baltimore City who is engaged in the electronic
data processing operations AND IN THE WORK, EXPERIENCE
AND TRAINING PROGRAM of the Department of Public Welfare of
Baltimore City and who, while so employed, applies to the Commis-
sioner of Personnel for appointment under the State Merit System
on or before July 1, 1968, shall be so appointed, and without further
