fore August 31st OCTOBER 1ST, an audited financial statement
showing income and expenses and including a balance sheet STATE-
MENTS PREPARED ON AN ACCRUAL BASIS CONTAINING
AT LEAST A BALANCE SHEET AND STATEMENT OF IN-
COME AND EXPENSES.
(b) Each county department, agency or board receiving county
funds shall submit to the County Commissioners on or before March
1st a budget request including an itemized request for all funds
requested for the next fiscal year.
(C) NOTHING IN THIS SECTION SHALL BE CONSTRUED
TO REQUIRE ANY STATE AGENCY TO PROVIDE ANY SERV-
ICE OR BEAR ANY EXPENSE TO CARRY OUT THE PUR-
POSES OF THIS SECTION.
Sec. 2. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate preser-
vation of the public health and safety and having been passed by
a yea and nay vote supported by three-fifths of all the members
elected to each of the two houses of the General Assembly, the same
shall take effect from the date of its passage.

(House Bill 457)
AN ACT to add new Section 15A to Article 74 of the Annotated
Code of Maryland (1967 Replacement Volume), title "Pilots," to
follow immediately after Section 15 thereof, to require that all
overboard discharge valves shall be sealed off by the licensed
pilot of ships that enter the Chesapeake Bay, shall remain sealed
for the entire period the ship is in Chesapeake Bay waters, and
providing penalties for violations. LICENSED PILOTS TO PRE-
SENT TO THE MASTERS OF ANY SHIP THEY BOARD
RULES AND REGULATIONS PRINTED BY THE DEPART-
MENT OF WATER RESOURCES GOVERNING THE DIS-
POSAL OF WASTE FROM ABOARD SHIPS IN THE WATERS
OF THE CHESAPEAKE BAY.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 15A be and it is hereby added to Article 74 of the
Annotated Code of Maryland (1967 Replacement Volume), title
"Pilots," to follow immediately after Section 15 thereof, and to read
as follows:
15A.
(a) On any ship that enters the Chesapeake Bay, the licensed
pilot of the ship shall seal off all overboard discharge valves by
chain or any similar practical method. These overboard discharge
valves shall remain realed off for the entire period that the ship is
in Chesapeake Bay Waters.
