(h) The secretarial, stenographic, clerical, and custodial em-
ployees of the Maryland Educational-Cultural Broadcasting Com-
mission are members of the classified service under Article 64A of
this Code, subject to all the rights, privileges, and duties of that
article. All other employees of the Maryland Educational-Cultural
Broadcasting Commission are not included in the classified service
under Article 64A.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1968.

CHAPTER 224
(House Bill 319)

AN ACT to add new Section 27-2(a-1) to Article 33 of the Annotated
Code of Maryland (1967 Supplement), title "Election Code", sub-
title "Absentee Voting", to follow immediately after Section
27-2(a) thereof, to provide for the use of emergency absentee
ballots for voters unable to be present to vote on election day
because of sudden illness or accident or because of absence caused
by employment arising immediately before the election, and to
provide the procedure for such absentee ballots and voting.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 27-2(a-1) be and it is hereby added to Article 33
of the Annotated Code of Maryland (1967 Supplement) title "Election
Code", subtitle "Absentee Voting", to follow immediately after Sec-
tion 27-2(a) thereof, and to read as follows:

27-2.

(a-1) Within ten (10) days of an election and on the day of the
election prior to the time the polls close, any person registered and
otherwise qualified to vote may apply for an emergency absentee
ballot if, as a condition of his employment, he is required to be
absent from the State on the day of an election, or is unable to be
physically present at the polls as a result of sudden illness or accident
occurring after the time of making application for an absentee
ballot. The application shall be made under oath, setting forth the
reason why the voter is unable to be present at the polls on the day of
the election and, in the case of absence because of employment, shall
be accompanied by a statement under oath by the voter's employer
stating that the voter will be unable to vote on election day because
of absence caused by his employment,
OR A CERTIFICATE FROM
A DULY LICENSED PHYSICIAN STATING THAT THE VOTER,
BECAUSE OF ILLNESS OR INJURY, IS CONFINED TO THE
HOSPITAL OR BED AND WILL BE UNABLE TO VOTE IN
PERSON AT THE POLLS, WHICH EVER IS APPLICABLE.
Upon receipt of the application, the board, if satisfied that the per-
son cannot, in fact, be present at the polling place on the day of the
