title "Health," subtitle "Hospitals and Related Institutions," to fol-
low immediately after Section 559(a) thereof, and to read as follows:
559.
(a-1) After July 1, 1970, a license to open a NEWLY CRE-
ATED hospital or NON-PROFIT related institution shall not be
issued NOR SHALL A LICENSE TO CONTINUE A HOSPITAL
OR NON-PROFIT RELATED INSTITUTION WHICH HAS RELO-
CATED ITS SERVICES BE ISSUED unless the hospital or NON-
PROFIT related institution conforms to or is not inconsistent with
the comprehensive health plan developed and applicable for the par-
ticular area. WHERE NO COMPREHENSIVE HEALTH PLAN
HAS BEEN DEVELOPED FOR A PARTICULAR AREA, THE
STATE'S COMPREHENSIVE HEALTH PLANNING AGENCY
SHALL MAKE THE DETERMINATIONS REQUIRED. This ref-
erence is to the comprehensive health plan developed and effective
under the Comprehensive Health Planning and Public Health Serv-
ices Act of 1966, as amended, as the comprehensive health plan is
referred to in Section 59 C OF Article 41 of this Code. NOTHING
CONTAINED IN THIS SUBTITLE SHALL BE CONSTRUED
AS AUTHORIZING THE MEDICAL SUPERVISION, REGULA-
TION OR CONTROL OF THE SPIRITUAL CARE OR SPIRITUAL
TREATMENT OF RESIDENTS OR PATIENTS IN ANY HOS-
PITAL, HOME OR RELATED INSTITUTION WHO RELY UPON
TREATMENT BY PRAYER OR SPIRITUAL MEANS IN AC-
CORDANCE WITH THE CREED OR TENETS OF ANY RECOG-
NIZED CHURCH OR RELIGIOUS DENOMINATION.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1968.

AN ACT to add a new Section 330(h) to Article 77 of the Annotated
Code of Maryland (1967 Supplement), title "Public Education,"
subtitle "Chapter 37. Educational-Cultural Broadcasting," to fol-
low immediately after Section (g) thereof, amending the laws con-
cerning the Maryland Educational-Cultural Broadcasting Com-
mission with particular respect to membership or non-membership
of certain employees in the classified service of the State.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 330(h) be and it is hereby added to Article 77 of
the Annotated Code of Maryland (1967 Supplement), title "Public
Education," subtitle "Chapter 37. Educational-Cultural Broadcast-
ing," to follow immediately after Section (g) thereof and to read
as follows:
