to be made at least once in each year by certified public accountants,
and the cost thereof shall be treated as an operating expense.

14.

(n) Revenue Bonds. Revenue bonds issued under the provisions
of this article shall not be deemed to constitute a debt of the State
or of any political subdivision thereof or a pledge of the faith
and credit of the State or of any such political subdivision, but
such bonds shall be payable solely from the funds herein provided
therefor from the revenues of the Authority. All such revenue bonds
shall contain on the face thereof a statement to the effect that neither
the Authority nor the State nor any political subdivisions thereof
shall be obligated to pay the same or interest thereon except from
Authority revenues and that neither the faith nor the credit nor
the taxing powers of the State or any political subdivision thereof
is pledged to the payment of the principal or of the interest on
such bonds. Under no circumstances shall the faith and credit of
Anne Arundel County be pledged under the provisions of this section,
and under no circumstances shall any public funds of the county be
expended under this article for the purposes of the Authority unless
and until the elected representatives of the county in the Senate
and House of Delegates of Maryland or [Board of County Commis-
sioners] County Council of Anne Arundel County have consented
thereto.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1968.

CHAPTER 174
(House Bill 22)

AN ACT to repeal and re-enact, with amendments, Section 53 of
Article 40 of the Annotated Code of Maryland (1965 Replacement
Volume and 1967 Supplement), title "General Assembly," subtitle
"Department of Legislative Reference and Fiscal Research
Bureau," to provide that copies of bulletins, periodicals, catalogs
and other publications be filed with the Department of Legislative
Reference by officials, boards, institutions and commissions of the
State when they issue such documents.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 53 of Article 40 of the Annotated Code of Maryland
(1965 Replacement Volume and 1967 Supplement), title "General
Assembly," subtitle "Department of Legislative Reference and Fiscal
Research Bureau," be and it is hereby repealed and re-enacted, with
amendments, to read as follows:

53.

It shall be the duty of every officer, board, institution and commis-
sion of the State, including special or temporary officers, boards and
commissions, to file with the Department of Legislative Reference
