(Senate Bill 674)
AN ACT to repeal and re-enact, with amendments, Section 14 (b)
of Article 89C of the Annotated Code of Maryland (1964 Replace-
ment Volume and 1967 Supplement), title "Support of Dependents,"
subtitle "Civil Enforcement," to include Anne Arundel and Howard
Counties among the counties where the State's Attorney shall act
as the petitioner's counsel.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 14 (b) of Article 89C of the Annotated Code of Mary-
land (1964 Replacement Volume and 1967 Supplement), title "Sup-
port of Dependents," subtitle "Civil Enforcement," be and it is
hereby repealed and re-enacted, with amendments, to read as follows:

(b) In the event the petitioner makes oath that she is without
sufficient funds to obtain personal counsel, it shall be the duty of
the counsel to the county commissioners to act without charge to
the petitioner on her behalf; provided, however, that in Anne Arun-
del County, Baltimore City, Baltimore County, Harford County,
Howard County, Wicomico and Worcester counties, the State's at-
torney shall act as the petitioner's counsel in such instance.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1968.

AN ACT to add new Section 5-916 to Title 5 of the Anne Arundel
County Code (1967 Edition), title "Courts," subtitle "People's
Court," to follow immediately after Section 5-915 thereof creating
a substitute People's Court Judge; transferring and codifying said
section under Section 98B of Article 52 of the Annotated Code of
Maryland (1964 Replacement Volume and 1967 Supplement), pro-
vided that Chapter........................of the Acts of 1968 (House Bill 465)
is enacted; and matters generally related thereto.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 5-916 be and it is hereby added to Title 5 of the
Anne Arundel County Code (1967 Edition), title "Courts," subtitle
"People's Court." to follow immediately after Section 5-915 thereof
and to read as follows:
5-916.
(a) In addition to the full time People's Court Judges, there shall
be one (1) substitute People's Court Judge who shall have the same
