qualifications, be appointed in the same manner, have the same power
and authority, and be subject to the same duties and responsibilities
as the full time judge for whom he may be sitting.
(b) The term of the substitute judge shall expire on December 31,
1969, and during his said term, he shall not practice before the
People's Court of Anne Arundel County.
(c) The substitute judge shall receive an annual salary of six
hundred dollars ($600.00) per year. For the time said substitute
judge actually spends sitting as a substitute, he shall also receive an
additional pro-rata amount equal to that which is paid to a full time
judge.
(d) A substitute judge shall sit in the event of a temporary absence
or disability of a full time judge. The salary of a judge causing a sub-
stitution shall not be diminished on account of compensation paid to
such substitute.
Sec. 2. And be it further enacted, That said sections be and they
are hereby transferred and codified in Section 98B-5 (a), of Article
52 of the Annotated Code of Maryland (1964 Replacement Volume
and 1967 Cumulative Supplement), provided that Chapter........................
of the Acts of 1968 (House Bill 465) is enacted.
Sec. 3. And be it further enacted, That this Act is hereby de-
clared to be an emergency measure and necessary for the imme-
diate preservation of the public health and safety and having been
passed by a yea and nay vote supported by three-fifths of all the
members elected to each of the two houses of the General Assembly,
the same shall take effect from the date of its passage.

(Senate Bill 686)
AN ACT to waive the provisions of Section 10 of Chapter 504 of the
Acts of 1966, said section relating to the time by which projects
contained in the General Construction Loan of 1966 must be placed
under contract, insofar as the provisions of said section relate to
an item contained in said Act for Morgan State College and relat-
ing to construction of Expanded Gymnasium Facilities and site
improvements; and to extend for two years, the period during
which the said items may be placed under contract.
Section 1. Be it enacted by the General Assembly of Maryland,
That the provisions of Section 10 of Chapter 504 of the Acts of 1966,
be and they are hereby waived insofar as they impose a time for
placing under contract an item, Section (5) (M) (1), in said Chapter
504 and found on page 850 of the Laws of 1966, making available
to Morgan State College the sum of $1,133,000 for the construction
of Expanded Gymnasium Facilities and the sum of $5,000 for site
improvements. There shall be allowed an additional period of two
years, beginning on the effective date of this Act, for placing these
