Senate Bill No. 619—Pension for John Lancaster
AN ACT to provide a pension for John Lancaster.

Dear Mr. President:
In accordance with Section 17 of Article 2 of the Maryland
Constitution, I have, today, vetoed Senate Bill 619 and am returning
it to you.
This bill would provide a pension for John Lancaster. Christ G.
Christis, Director of the State Retirement Systems, informs me that
Mr. Lancaster, while in active State service, had the right to join
the retirement system, but chose not to do so. Added to this objection
are the strong reservations of this administration to legislation in-
tended to benefit a solitary individual in the State, a policy which,
if allowed to foster, would yearly increase the number of measures
introduced and passed for this purpose.
For these reasons I am compelled to veto this bill.

AN ACT relating to the Washington Suburban Sanitary Com-
mission to repeal and reenact, with amendments, DISTRICT, TO
ADD A NEW SECTION 71-50A TO THE MONTGOMERY COUNTY
CODE (1965 EDITION), TO FOLLOW Section 71-50 of the Mont-
gomery County Code (1965 Edition), and TO ADD A NEW SEC-
TION 83-100A TO THE PUBLIC LOCAL LAWS OF PRINCE
GEORGE'S COUNTY (1963 EDITION) TO FOLLOW Section 83-
100 of the Public Local Laws of Prince George's County (1963 Edi-
tion), being Articles 16 and 17, respectively, of the Code of Public
Local Laws of Maryland, titles "Montgomery County" and "Prince
George's County," subtitle "Washington Suburban Sanitary Dis-
trict," granting to Montgomery County the authority to regulate
and control the cutting of and repairs to any street, road, alley,
sidewalk or other public property within the County. RELATING
TO THE USE AND OCCUPATION OF PUBLIC ROADS BY THE
WASHINGTON SUBURBAN SANITARY COMMISSION AND THE
COMMISSION'S AUTHORITY OVER THE CONSTRUCTION AND
LOCATION OF OTHER UNDERGROUND OR OVERHEAD UTIL-
ITY LINES, PIPES, POLES OR APPURTENANCES, TO SPECIFY
