Whereas, the State of Maryland has become one of the fastest
growing states in the country and the rapid changes taking place
in the urbanized areas of the State are placing excessive demands
on the local governments to provide the municipal services necessary
to meet the demands from this growth; and
Whereas, modern planning for growth involves not only the deter-
mination of anticipated land use but also the planning and coordi-
nation of many related activities such as the development of a
balanced system of highways and rapid transit, the extension of
water and sewer facilities, and the development of parkland and
recreational facilities; and
Whereas, the problem to anticipate and provide for adequate
housing and transportation to meet the needs of the population ex-
plosion is comprehensive and often transcends county lines; and
Whereas, the failure of the State to assume a position of leader-
ship in the coordination and resolution of urban, rural, and private
enterprise problems may result in the continuous transfer of this
responsibility to the federal government; now, therefore, be it
Resolved by the General Assembly of Maryland, That the Gover-
nor of Maryland is requested to appoint a Commission to consist of
eleven members as proposed herein to make an in-depth study of
the problems involved in the coordination of governmental and pri-
vate business activities essential to the orderly growth and develop-
ment of the State of Maryland; and be it further
Resolved, That the Governor is requested to name to the Commis-
sion representatives of each of the following: The State Planning
Department, The State Roads Commission, The Economic Develop-
ment Commission THE DEPARTMENT OF ECONOMIC DEVEL-
OPMENT, The State Soil Conservation Committee, SERVICE, THE
STATE DEPARTMENT OF HEALTH, THE STATE DEPART-
MENT OF FORESTS AND PARKS, and representative of the
public in commerce, industry, housing and transportation; and be it
further
Resolved, That the Commission be directed to make such a study,
and report to the Governor and the General Assembly on or before
February 1, 1969; and be it further
Resolved, That copies of this Resolution be sent to the Governor,
the State Planning Department, the State Roads Commission, the
Economic Development Commission and the State Soil Conservation
