1616                             JOINT RESOLUTIONS

consideration of the salaries of State and county employees; now
therefore, be it

Resolved by the General Assembly of Maryland, That the Advisory
Committee to study the modernizing of county government in Al-
legany County under the chairmanship of L. Leslie Helmer is re-
quested to add to its agenda a study of recommended salary adjust-
ments for all elected and appointed offices having salaries established
by law and also a study of salaries of all State and county employees
in Allegany County; and be it further

Resolved, That the Advisory Committee is requested to report its
recommendations on these two subjects to the members of the Al-
legany County Delegation in the General Assembly of Maryland not
later than January 1, 1969.

(House Joint Resolution 51)

House Joint Resolution directing the appointment of a committee to
begin preparations for drafting an instrument of government for
Caroline County.

Whereas, the proposed Constitution to be voted upon on May 14,
1968, requires that each county have an instrument of government by
January 6, 1971; and

Whereas, if the citizens of Caroline County have not adopted an
instrument of government by July 1, 1970, one prescribed by the
General Assembly for all counties shall take effect on January 6,
1971; and

Whereas, preparation for an instrument of government and
selecting a form and structure of government in keeping with the
traditions and needs of the citizens of Caroline County will require
careful study and thoughtful review; and

Whereas, if the Constitution is not ratified by the voters, there is
a need to examine the future of Caroline County pertaining to charter
home rule or code home rule; and

Whereas, the recommendations of the Caroline County Govern-
mental Study Commission have not been implemented by the Board of
County Commissioners for Caroline County; now, therefore be it

Resolved by the General Assembly of Maryland, That the respec-
tive members of the House of Delegates and the Senate from Caroline
County appoint a committee of not more than nine persons not later
than May 15, 1968. Said committee, in cooperation with the Board
of County Commissioners, shall make recommendations on an in-
