(Senate Joint Resolution 58)
Senate Joint Resolution commending C. Milton Wright upon the
publication of a history of Harford County entitled "Our Harford
Heritage."
C. Milton Wright, a distinguished citizen of Harford County, has
recently written a history of Harford County which is entitled "Our
Harford Heritage".
Mr. Wright has had an unusually active life of public service in
Harford County, occupying roles over the years as school teacher,
Superintendent of Schools, Boy Scout leader, probation officer and
library trustee, in addition to countless other positions in civic proj-
ects in the County.
During his long participation in public service in Harford County,
he has assembled a large volume of facts and information on the
county's history, which he has recently incorporated into book form
and published as "Our Harford Heritage".
The General Assembly is pleased and proud to publicly recognize
this latest act of public service by C. Milton Wright for the people
of Harford County; now, therefore, be it
Resolved by the General Assembly of Maryland, That we commend
C. Milton Wright of Harford County upon the publication of his
history of Harford County entitled "Our Harford Heritage"; and
be it further
Resolved, That a copy of this Resolution is sent to C. Milton Wright.

(Senate Joint Resolution 59)
Senate Joint Resolution requesting the Planning Commissions of the
various counties to review the Montgomery County program for
sediment control to determine the desirability of making such
requirements effective in the counties.
Whereas, The problems of soil erosion at construction projects
in subdivisions creates a serious form of stream pollution; and
Whereas, For the purpose of combating this problem, the County
Council of Montgomery County on June 29, 1965, adopted a Mont-
gomery County Sediment Control Program with the cooperation of
the Montgomery County Soil Conservation District; and
Whereas, The salient features of the Montgomery County plan
are as follows:
1. The approval of preliminary subdivision plans, or extensions
of previously approved plans, is conditioned upon the execution by
