the subdivider of erosion and sediment control measures adopted by
the Planning Board following recommendations from the County
Soil Conservation District.
2. One copy of each approved preliminary plan is referred to
the County Soil Conservation District for review and recommenda-
tion on adequate erosion and sediment control measures to prevent
damage to other properties.
3. The installation and maintenance of the required erosion and
sediment measures is carried out in accordance with standards and
specifications on file with the County Soil Conservation District.
4. Permits for clearing and grading prior to the recordation of
plats are obtained from the Department of Public Works subject
to the granting of temporary easements and other conditions deemed
necessary by the Department in order to inspect and enforce the
performance of the specified erosion and sediment control measures
provided for in (1) above.
5. In the event the subdivider proceeds to clear and grade prior
to recording of plats, without satisfying the condition of (4) above,
the Planning Board may revoke the approval of the preliminary plan
or extension of previously approved plan; and
Whereas, The saving of suburbia's soil is equally as important
as conservation of the soil in farming districts; and
Whereas, Many of the counties in the State are in the throes of
conversion from the agricultural use of land to the intensive sub-
division development of land, and the stripping away of turf and
the exposure of top soil to the elements is becoming an increasingly
serious problem which requires solutions; now, therefore, be it
Resolved by the General Assembly of Maryland, That the Plan-
ning Commissions of the various counties are requested to review the
Montgomery County Sediment Control Program for the purpose of
determining the desirability of adopting such a program in the
counties to regulate and control the erosion of the soil resulting from
intensive subdivision development; and be it further
Resolved, That copies of this Resolution are sent to the Members
of the Planning Boards of the various counties in the State.

Senate Joint Resolution providing for the appointment of a com-
mission to investigate and study the existing laws of Maryland
pertinent to the licensing and regulation of private, fee charging
employment agencies, to determine the necessity of revising the
existing laws and to report thereon to the Governor and to the
Legislative Council.
