387. Lists of Registered Voters
The Supervisors of Elections of Baltimore City are authorized
and directed to provide the Jury Commissioner with the names of
registered voters at such times and in such manner as the Supreme
Bench shall determine by appropriate rule.
388. Sheriff to Summon Jurors
It shall be the duty of the Sheriff to serve summonses for jury
service as issued by the office of the Jury Commissioner; and, at
the direction of any Judge of the Supreme Bench, to summon such
tales circumstantibus as may be needed in the event of an emergent
shortage of available jurors. Any Sheriff of Baltimore City or deputy
thereof who shall willfully violate the provisions of this subtitle
relating to juries shall forfeit the sum of $1,000, which shall be re-
covered by civil action in the name of the State against the Sheriff
and the sureties of his bond.
389. Grand Jury Clerk and Reporters
The Supreme Bench is authorized to appoint a qualified person to
serve as Grand Jury Clerk, who shall be on the staff of the Jury
Commissioner, serve at the pleasure of the Supreme Bench, and be
paid such salary as shall be provided in the budget of the Supreme
Bench. The Supreme Bench is authorized to employ such official
reporters as may be necessary to record the proceedings before the
grand jury, and such reporters shall be paid such salaries as shall
be provided in the budget of the Supreme Bench. At the request
of the grand jury, the reporters, the State's Attorney and his as-
sistants are authorized to attend the sessions of the grand jury,
but shall not be present when the grand jury votes on any present-
ment or indictment. The Grand Jury Clerk and every such reporter,
before entering upon their duties, shall take an oath before the
Clerk of the Criminal Court of Baltimore that they will keep secret
all 'matters occurring before any grand jury; and any clerk or re-
porter shall, upon conviction of having disclosed to anyone a matter
occurring before a grand jury, be deemed guilty of a misdemeanor
and subject to a fine of $1,000, or one year imprisonment or both.
390. Duties of Grand Jury
Each grand jury shall, in addition to the duties imposed by law,
visit the several penal, correctional, and detention facilities of the
City of Baltimore and the State of Maryland which are located
within the City of Baltimore, and shall make such other investiga-
tions as may be directed by the Judges of the Criminal Court; and
each grand jury shall, at the expiration of its term, file a report
of its activities and recommendations with the Jury Commissioner.
391. Penalties
(a) It shall be unlawful for any person by any fraudulent con-
trivance, device, or collusion whatever, to prevent or interfere with
a fair operation and lawful and impartial execution of the provisions
of this subtitle and the Rules of the Supreme Bench adopted pursuant
thereto, or to permit or allow the same to be interfered with or
prevented. Any such act shall constitute a misdemeanor and any
