person upon conviction thereof shall be sentenced to imprisonment
for a term of not more than three years.

(b)    Any officer concerned in the drawing of said jurors who
shall willfully neglect to perform any duty imposed upon him by
law, shall be subject to indictment in the Criminal Court of Balti-
more, and upon conviction shall be fined One Thousand Dollars.

(c)    Any person summoned for jury service who shall fail to
appear, or if selected for jury service, shall fail to attend court
sessions until discharged without having been excused by a Judge,
shall upon conviction be deemed guilty of a misdemeanor and subject
to a fine of not more than $500.

392, General Provisions

All the provisions of this subtitle relating to the mode of drawing
and summoning jurors shall be construed as directory merely, and
no indictment or presentment for any felony or misdemeanor shall
be quashed, nor shall any judgment upon any indictment or present-
ment, whether after verdict, by confession or otherwise, be stayed
or reversed, nor shall any challenge to the array of jurors be allowed
because of any failure by the Judges, or the Jury Commissioner,
to comply with the provisions of law relating to the drawing of
jurors in the City of Baltimore.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1968.

CHAPTER 749
(House Bill 1032)

AN ACT to authorize and empower the County Commissioners of
Talbot County, from time to time, to borrow not exceeding One
Million, Five Hundred Thousand Dollars ($1,500,000) in order to
finance the construction, acquisition, improvement or extension of
public schools in the County, as herein defined, and to effect such
borrowing by the issuance and sale to the highest bidder or bidders
at public sale of its general obligation, serial maturity, coupon
bonds in like par amount; empowering the County to fix and de-
termine, by resolution, the form, tenor, interest rates or method
of arriving at the same, terms, including redemption and regis-
tration provisions, conditions, maturities and all other details
incident or necessary to the issuance, public sale and delivery of
the bonds, without reference to any other law heretofore enacted;
prescribing the method and manner of selling the bonds at public
sale; empowering the County, subject to certain limitations, to sell
the bonds at, above or below the par value thereof; empowering
the County to refund any of the bonds purchased or redeemed in
advance of maturity; empowering the County to apply to the
payment of principal and interest of the bonds and refunding
bonds any funds received from the State of Maryland and the
