(c)    The names of all persons to be considered for jury service
in the courts of the Supreme Bench shall be taken from the voter
registration list of Baltimore City; provided, however, the Supreme
Bench is authorized to use additional sources for obtaining names of
prospective jurors whenever such action becomes necessary to pro-
vide juries which represent a fair cross-section of Baltimore City.

(d)    Whenever it becomes necessary to examine additional pros-
pective jurors as to their qualifications, approximately an equal num-
ber of persons shall be considered from each legislative district of
Baltimore City.

383. Rules, Jury Judge

The Supreme Bench of Baltimore City is empowered to adopt such
rules, not inconsistent with this subtitle, as it may deem necessary
to establish procedures for determining the qualifications of jurors
and the manner of their selection; and it is further authorized and
directed to designate one of its members to serve as Jury Judge
and perform the duties provided herein.

384. Jury Commissioner

(a)    The Supreme Bench is authorized to establish the position
of Jury Commissioner and to appoint to such position a qualified
person to serve at its pleasure. The Jury Commissioner, together
with such Assistant Jury Commissioners and clerical personnel as
the Supreme Bench shall determine to be necessary, shall function
under the general supervision of the Administrator of the Supreme
Bench and be paid such salaries as shall be included in the annual
budget of the Supreme Bench. (Any Jury Commissioner and As-
sistant Jury Commissioner who, upon the effective date of this Act
were theretofore designated by the Supreme Bench as Jury Com-
missioner-Bailiff and Assistant Jury Commissioner-Bailiff, shall re-
main entitled to retirement salaries as bailiffs under Section 295 of
the Public Local Laws of Baltimore City.)

(b)    It shall be the duty of the Jury Commissioner, in accordance
with the provisions of this subtitle and Rules of the Supreme Bench,
to administer the juror selection and assignment process, including:

(1)    The procurement and examination of prospective jurors,

(2)    The certifying of persons qualified and available as jurors,
the scheduling of drawings of petit jurors and their assignment to
appropriate panels, the scheduling of the selection of grand jurors,
and the issuing of summonses for jury service, and

(3)    Such other duties in connection with the procurement and
assignment of jurors as the Jury Judge may direct.

385. Qualifications of Jurors

(a) A person shall be deemed qualified to serve as a grand or petit
juror in the Courts of the Supreme Bench, if such person

(1) is a citizen of the United States, whose age is not less than
twenty-five nor more than seventy years, who has resided for a
period of one year or more within the City of Baltimore and is a
registered voter thereof; and
