AS OTHERWISE PROVIDED HEREIN, this section shall not apply
in Montgomery County, with the exception of that portion of the City
of Takoma Park now situated in Montgomery County.

For the purpose of carrying out the provisions of Sections 83 85—
83-92 (71-34—71-41) and constructing such storm water or surface
drainage system, the Commission is empowered, from time to time,
to issue bonds in such denominations and for such term not, however,
exceeding twenty-five (25) years and at such rate not however, ex-
ceeding four (4) per cent as it may determine. Such bonds to be the
general obligations of the Washington Suburban Sanitary District
guaranteed by both Prince George's and Montgomery Counties, as the
construction bonds of the Commission are not guaranteed under
the provisions of Chapter 122 of the Acts of 1918 and amendments
thereto. The total amount of bonds for the construction of storm
water or surface drainage systems outstanding shall at no time exceed
the sum of $1,000,000.00 [.] ; provided that on and after June 30,
1968, the above provisions shall not apply to Montgomery County,
with the exception of that portion of the City of Takoma Park now
situated in Montgomery County.

For the purpose of laying out drainage districts within the Sani-
tary Districts and for planning and designing works within the
several drainage districts, including the necessary preliminary ex-
penses, and for the purpose of maintaining said systems when con-
structed, the Commission shall request the County Commissioners
of Prince George's County and, for that portion of the City of
Takoma Park lying within Montgomery County, request the County
Commissioners of Montgomery County to levy a direct ad valorem
tax not exceeding 1¢ per $100.00 on all of the property assessed
for County "tax purposes within the Sanitary District for storm
drainage purposes as herein defined and being within the respective
Counties, and shall request the County Commissioners of Prince
George's County and, for that portion of the City of Takoma Park
lying within Montgomery County, request the County Commissioners
of Montgomery County to levy an additional ad valorem tax at a
rate to be certified to said County Commissioners necessary to pro-
duce annually the sum required to pay the principal and interest for
for the current year on the outstanding bonds authorized by Section
83-88 (71-37 of this Code).) OF THIS SUBTITLE. THE PROVI-
SIONS OF THIS SECTION SHALL NOT IN ANY WAY RE-
PEAL, MODIFY OR RESTRICT THE PROVISIONS OF SECTION
83-86A (71-36A) OF THIS SUBTITLE, AND THE COMMIS-
SION'S POWERS AND AUTHORITIES SPECIFIED IN THAT
SECTION ARE ADDITIONAL AND SUPPLEMENTAL TO
THOSE HEREIN SET OUT.
In Montgomery County, the County Council shall levy a direct ad
valorem tax on all property assessed for tax purposes within said
County and municipalities necessary to pay the sums required for
the payment of principal and interest on outstanding bonds as of
June 30, 1968 heretofore issued by the Commission for that portion
of the Sanitary district lying within Montgomery County. On and
