payments for care, outside the home, on behalf of neglected [,] or
dependent [or delinquent] children, or shall provide for the same
out of the general revenue; provided that such local governing
authority shall not be required to appropriate from taxes so levied,
or from general revenue, more than is necessary to pay one-half
of the total cost of the program for their respective subdivisions.
Such local governing authority may levy for or appropriate, with
the approval of the State Department, additional funds, to be turned
over to the State Comptroller and expended to effectuate the purposes
of this subtitle. The provisions of this section are subject to the
requirements of Section 18A of this article.
62.
Applications for assistance to be written and signed; false or
fraudulent statements punishable as perjury.
Every application for monies or other assistance under any
[public welfare] program of the local departments of social services,
whether under this or any other article in this Code, shall be in
writing and signed by the applicant. Any person who in making
and signing such an application makes a false or fraudulent state-
ment with intent to obtain any assistance is guilty of perjury and
upon conviction therefor is subject to the penalties provided by
law for perjury.
64.
As used in this subtitle, "State Department" means the State
Department of [Public Welfare] Social Services created under this
article.
"Local units" means the local [welfare] departments of social
services in the counties and in Baltimore City created or continued
under the provisions of Section 13 of this article, and any amend-
ments thereto or supplements thereof.
"County" shall be construed to include the City of Baltimore, un-
less otherwise specified or unless the context clearly indicates other-
wise.
"Applicant" means a person who has applied for assistance under
this subtitle.
"Recipient" means a person who is receiving, or who at any time
has received, assistance under the terms of this subtitle.
"Assistance" means money payments to needy aged individuals
and payments necessary for services for such individuals.
"Supplementary services" means services other than money pay-
ments to needy aged individuals, including payments toward funeral
expenses of such individuals as provided in this subtitle [. And],
and in the case of a recipient without a legal guardian or person
legally responsible for his support means the placement of such
recipient in a suitable home or institution with the recipient's con-
sent.
