shall be subject to the provisions of Sections 22, 23, 24 and 25 of
this article.
(d) A person, firm, corporation or agency aggrieved by the re-
fusal of the State Department of [Public Welfare] Social Services
to issue a license under this section or by the State Department's
revocation or suspension of such a license, may appeal therefrom
to the circuit court of the county in which the person, firm, cor-
poration or agency has his or its residence or principal office, as the
case may be, or to the Baltimore City Court, if the office or residence
is in Baltimore City. There is a further right of appeal to the
Court of Appeals of Maryland at the instance of either party.
(e) The State Department of [Public Welfare] Social Services
may adopt and promulgate rules and regulations, not inconsistent
with the provisions of this section, to implement the provisions
hereof.
(f) The Director of the State Department of [Public Welfare]
Social Services may seek to enjoin the activities of any unlicensed
person, firm, corporation or agency seeking to carry out the functions
regulated hereunder in the manner prescribed by Section 28 of this
article.
(g) Any person, firm, corporation or agency violating the pro-
visions of this section or of any rule or regulation adopted and
promulgated by the State Department under this section is guilty of
a misdemeanor and upon conviction shall be subject, in the discre-
tion of the court, to a fine not to exceed $500 or to imprisonment
not to exceed one year.
(h) Nothing in this section shall be deemed to impair or limit
the powers of the State Department of [Public Welfare] Social
Services, the State Department of Education, or the State Depart-
ment of Health granted under any of the other provisions of this
Code unless the same are necessarily inconsistent herewith.

(a) "State Department."—As used in this subtitle: "State De-
partment" means the "State Department of [Public Welfare] Social
Services."
(b) "Local units."—The term "local units" means the local
[welfare] departments of social services in the counties and in
Baltimore City created or continued under the provisions of Section
13 of this article.

Each local unit shall keep such records and accounts in relation
to assistance to dependent children as the State Department shall
prescribe. The State Department [of Public Welfare] shall allocate
to each local unit such amounts, not in excess of the total amount
available for such purpose, and upon such conditions as said State
Department may prescribe.
60A.
The local governing authority shall annually levy one cent (1¢)
on each one hundred dollars of assessable property to provide for
