bia are hereby ratified and confirmed and are to be given the same
force and effect as if passed in the State of Maryland. [Said] The
[c] Commission shall annually publish in at least one newspaper in
Montgomery County, and one in Prince George's County, a full and
true account of its receipts, expenses and expenditures [; said c] .
The Commission shall employ a certified public accountant, certified
to practice as a public accountant in the State of Maryland, to audit
its books and accounts. [Said c] The Commission shall always keep
available and open to public inspection during business hours, at its
principal office, a detailed audit and financial statement of its ac-
counts. The [c] Commission shall file with the [c] County [c]
Commissioners of Prince George's County and the [c] County
[c] Council of Montgomery County, annually, a certified copy of
such detailed audit and financial statement.
[(B)] (f) Employees' retirement plan. [Said c] The Com-
mission is authorized to formulate and adopt a pension or retirement
plan for its employees including the right to contract with any
established insurance company or insurance companies for a group,
annuity, retirement or pension plan, and to contribute so much
thereto as it may deem equitable, or be required to pay under any
contract, and such contribution or payment shall be charged as ex-
penses of the several [departments] functions of the [c] Commis-
sion in the same proportion that the receipts of the respective
[departments] functions bear to the total receipts of the [c] Com-
mission.
[(C)] (g) District not an Art. 11E "Municipal Corporation."
The General Assembly of Maryland hereby finds, determines and
declares that the term "Municipal Corporation" in Article HE of
the Constitution of Maryland does not embrace or include the Wash-
ington Suburban Sanitary District which was incorporated by Chap-
ter 122 of the Acts of the General Assembly of Maryland of 1918.
[That t] The Washington Suburban Sanitary District cannot be
classified in any group of Municipal Corporations as required by
said Article HE, and [that] said Article HE therefore has no
application to the Washington Suburban Sanitary District.
Sec. 2. And be it further enacted. That this Act shall take effect
July 1, 1968.

AN ACT relating to the Washington Suburban Sanitary District, to
add new Section 83-66A to the Public Local Laws of Prince
George's County (1963 Edition) and new Section 71-12A to the
Montgomery County Code (1965 Edition), being Articles 17 and
16, respectively, of the Code of Public Local Laws of Maryland,
titled "Prince George's County" and "Montgomery County," sub-
title "Washington Suburban Sanitary District," the new section
to follow Section 83-66 of the Public Local Laws of Prince
