member in question to present a defense in his or her own behalf.
Any vacancies occurring in the membership of the Commission for
any reason shall be filled as provided in this section for the unex-
pired portion of the term.]

(d) Election of Chairman and Vice Chairman; compensation of
members.
The annual salary of the chairman of [said] the [c]
Commission shall be forty-eight hundred dollars ($4,800.00); of
the vice-chairman, forty-five hundred dollars ($4,500.00); and of the
other members of [said] the [c] Commission forty-two hundred
dollars ($4,200.00), all payable bi-weekly. The chairman and vice-
chairman shall perform such duties as the [c] Commission shall
from time to time designate. The [c] Commission shall, in June [,
1959,] 1968, [after the six members have been appointed as herein
provided,] and in June every [two] year [s] thereafter, at its first
meeting in that month or as soon thereafter as possible, elect from
among its members a chairman and a vice-chairman, one to be from
Prince George's County and one to be from Montgomery County,
who shall serve for [two] one year [s] or until their successors
are elected and qualified. The office of chairman, and the office of
vice-chairman, shall rotate between the counties, that is to say, at
any annual election the chairman for the then ensuing year's term
shall be from the county different from the county from whence
came the chairman for the expiring year's term, and the same pro-
vision shall apply to the office of vice-chairman; provided, however,
that upon a unanimous vote of the membership this provision may
be waived for one year, but not for two years in succession.
If a
vacancy exists in the position of chairman or vice-chairman, the
[c] Commission shall elect a new chairman or vice-chairman [,]
for the remaining portion of the one year term of such office, and if
the vacancy in the position of chairman or vice-chairman involves
or was occasioned by that officer's resignation or removal for any
reason from membership on the Commission, the election to fill the
unexpired portion of the chairman's or vice-chairman's term, as the
case may be, shall be held
[as the occasion requires] only after the
[c] Commission vacancy has been filled.

(e) Certain procedures. The Commission shall engage and organ-
ize a staff so as to efficiently accomplish the matters within its
jurisdiction, as set forth in Section 83-57A (71-4A)
[appoint, dis-
charge and fix the compensation of a secretary and a treasurer, who
shall not be the same person, a chief engineer, deputy engineer,
assistant chief engineers, and division engineers, and such engineer-
ing, legal, clerical and other force and help as, from time to time,
in its judgment may be deemed necessary to carry out the provisions
of this subtitle. The duties of the secretary shall be prescribed by
the commission and shall include the supervision of all the adminis-
trative activities of the commission except those relating to engineer-
ing and financial matters, acting as liaison between the commission
and the public, and in general to promote relations for the commis-
sion; the duties of the treasurer, in accordance with directions of
the Commission, shall include, but not be limited to, administrative
performance and authority to maintain a proper and effective utili-
ties accounting system for all financial transactions of the commis-
sion, and to perform such other duties respecting the financial affairs
of the commission as may be required by law or by direction of the
commission]. All acts, orders and regulations heretofore passed by
[said] the [c] Commission while sitting in the District of Colum-
