LICENSING

470M.

(a)  As of July 1, 1969, no person shall engage in this State, unless
otherwise exempted hereunder, in the business of slaughtering any
livestock, or preparing or labeling any carcasses or parts of car-
casses, of any livestock, for use as human or animal food, or trans-
porting, buying, or selling any dead, dying, disabled, or diseased
cattle, sheep, swine, goats, horses, mules, or other equines without
obtaining an annual license. The license shall be issued by the
Board. The annual fee for such a license is twenty-five dollars
($25.00).

(b)  Every person subject to the requirements of this subtitle
whether or not required to be licensed hereunder, shall maintain such
records as the Board may by regulations require to effectuate the
purposes of this subtitle, and shall, upon notice by a duly authorized
representative of the Board, afford such representative, at all reason-
able times, access to his places of business and opportunity to inspect
the facilities, inventory, and all records thereof, and to copy all such
records. Any record required to be maintained by this section shall
be maintained for at least such period of time as the regulations
adopted hereunder may prescribe.

The provisions of this subtitle are not applicable to the slaughter

by farmers of livestock raised on his premises where slaughtered for
his own family consumption or for consumption by his house guests.

(A) THE PROVISIONS OF THIS SUB-TITLE REQUIRING
INSPECTION OF THE SLAUGHTER OF ANIMALS AND THE
PREPARATION OF THE CARCASSES, PARTS THEREOF,
MEAT AND MEAT FOOD PRODUCTS AT ESTABLISHMENTS
CONDUCTING SUCH OPERATIONS SHALL NOT (1) APPLY TO
THE SLAUGHTERING BY ANY PERSON OF ANIMALS OF HIS
OWN RAISING, AND THE PREPARATION BY HIM AND
TRANSPORTATION IN INTRASTATE COMMERCE OF THE
CARCASSES, PARTS THEREOF, MEAT AND MEAT FOOD
PRODUCTS OF SUCH ANIMALS EXCLUSIVELY FOR USE BY
HIM AND MEMBERS OF HIS HOUSEHOLD AND HIS NONPAY-
ING GUESTS AND EMPLOYEES; NOR (2) TO THE CUSTOM
SLAUGHTER BY ANY PERSON, FIRM, OR CORPORATION OF
CATTLE, SHEEP, SWINE OR GOATS DELIVERED BY THE
OWNER THEREOF FOR SUCH SLAUGHTER, AND THE PREP-
ARATION BY SUCH SLAUGHTERER AND TRANSPORTATION
IN INTRASTATE COMMERCE OF THE CARCASSES, PARTS
THEREOF, MEAT AND MEAT FOOD PRODUCTS OF SUCH
ANIMALS, EXCLUSIVELY FOR USE, IN THE HOUSEHOLD
OF SUCH OWNER, BY HIM, AND MEMBERS OF HIS HOUSE-
HOLD AND HIS NONPAYING GUESTS AND EMPLOYEES:
PROVIDED, THAT SUCH CUSTOM SLAUGHTERER DOES NOT
ENGAGE IN THE BUSINESS OF BUYING OR SELLING LIVE-
STOCK OR IN THE BUSINESS OF BUYING OR SELLING ANY
CARCASSES, PARTS OF CARCASSES, MEAT OR MEAT FOOD
PRODUCTS OF ANY CATTLE, SHEEP, SWINE, GOATS OR
EQUINES, CAPABLE OF USE AS HUMAN FOOD.
