(b) The Secretary of State is authorized DIRECTED to prepare
and distribute to the boards all forms required under the provisions
of this subtitle.
28-7.
(b) The voter shall enclose the envelope containing the ballot
in a carrier envelope which shall be securely sealed. There shall be
imprinted on the outside of the carrier envelope a statement substan-
tially as follows:
"Certification of New Resident Voter
I have qualified as a new resident voter in this State to vote for presi-
dential and vice-presidential electors. I have not applied nor do I
intend to apply for any absentee voter's ballot from the state from
which I have removed. I have not voted and I will not vote otherwise
than by this ballot.

The voter shall sign the certification upon the carrier envelope as
set forth above, and shall then deliver the sealed carrier envelope to
the registrar.
Sec. 3. And be it further enacted, That this Act shall take effect
July 1, 1968.

CHAPTER 616
(House Bill 10)
AN ACT to add new Section 476 (d) to Article 66C of the Annotated
Code of Maryland (1967 Replacement Volume), title "Natural
Resources," subtitle "Maryland Commercial Fertilizer Law of
1963," to follow immediately after Section 476(c) thereof, to pro-
vide a procedure for reporting to the State Chemist sales and dis-
tribution of commercial fertilizer and relating generally to reports
of sales and distribution of commercial fertilizer.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 476(d) be and it is hereby added to Article 66C of
the Annotated Code of Maryland, (1967 Replacement Volume) title
"Natural Resources," subtitle "Maryland Commercial Fertilizer Law
of 1963," to follow immediately after Section 476 (c) thereof, and to
read as follows:
