over to the Treasurer of Howard County and by him credited to
the costs of said urban renewal of Fels Lane, to be held in a separate
account, to be spent only as provided in Section 1 of this Act.
Sec. 6. And be it further enacted, That all bonds issued pursuant
to the authority of this Act, and the interest thereon, and the income
derived therefrom, in the hands of the holders thereof from time
to time, shall be and are hereby declared to be exempt from State,
County and municipal taxation of every kind and nature whatsoever
in the State of Maryland.
Sec. 7. And be it further enacted, That this Act shall take effect
July 1, 1968.

AN ACT to add new Sections 10A-1 through 10A22 25 to the Code
of Public Local Laws of Frederick County (1959 Edition, being
Article 11 of the Code of Public Local Laws of Maryland), title
"Frederick County," subtitle "Part I. General Local Laws," to
follow immediately after Section 10 thereof, to be under the new
subheading "Metropolitan Commission," establishing the Fred-
erick County Metropolitan Commission, setting up a sanitary dis-
trict under the jurisdiction of the Frederick County Metropolitan
Commission; providing generally for the members, powers and
duties of this Commission and of the Board of County Commis-
sioners in relation thereto; providing that the Commission may
borrow funds and under certain procedures impose benefit assess-
ments and other charges and taxes to repay the same; CONFER-
RING THE POWER TO SET AND ESTABLISH SERVICE
CHARGES, FRONT FOOT BENEFIT ASSESSMENTS AND
AD VALOREM TAXES BY THE COMMISSION AND THE
BOARD OF COUNTY COMMISSIONERS OF FREDERICK
COUNTY FOR THE PURPOSE OF PAYING OPERATING
AND CAPITAL COSTS TO BE INCURRED UNDER THE PRO-
VISIONS OF THIS SUBTITLE; PROVIDING FOR THE ISSU-
ANCE AND SALE OF BONDS BY THE FREDERICK COUNTY
METROPOLITAN COMMISSION TO BE GUARANTEED BY
THE COUNTY COMMISSIONERS OF FREDERICK COUNTY,
THE PROCEEDS OF WHICH ARE TO BE USED IN CONNEC-
TION WITH THE FINANCING OF WATER AND SEWERAGE
SYSTEMS UNDER THE PROVISIONS OF THIS SUBTITLE;
and relating generally to the Frederick County Metropolitan Com-
mission and to the operation of the sanitary district within
Frederick County.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Sections 10A-1 through 10A-22 25 be and they are hereby
added to the Code of Public Local Laws of Frederick County (1959
Edition, being Article 11 of the Code of Public Local Laws of Mary-
