land), title "Frederick County," subtitle "Part I. General Local
Laws," to follow immediately after Section 10 thereof, to be under
the new subheading "Metropolitan Commission," and all to read as
follows:
Metropolitan Commission
10A-1.
(a) For the purpose of carrying out the provisions of this sub-
heading, the sanitary district created hereafter is under the juris-
diction of a Commission of three persons, all of whom shall be ap-
pointed by the County Commissioner COMMISSIONERS of Fred-
erick County, and all of whom shall reside in Frederick County, be
resident taxpayers of said County and qualified voters thereof. The
members of the Commission shall receive such compensation as may
be determined by the County Commissioners from time to time. The
term of each of the three members is five years or until their succes-
sors are appointed and have qualified, except that the first Commis-
sioner named by said Commissioners shall serve for one year, the
second shall serve for two years, and the third shall serve for three
years, from the dates of their respective appointments; and as the
term of each Commissioner expires, his successor shall be appointed
by the County Commissioners. The Commission shall name its chair-
man and vice-chairman. Any vacancy in the membership of the Com-
mission shall be filled by appointment by the County Commissioners
for the unexpired term. The members of the Commission are a body
corporate by the name of the "Frederick County Metropolitan Com-
mission" (referred to elsewhere in this subheading as "the Com-
mission"), with the right to use a common seal, to sue and be sued,
and to do any and all other corporate acts for the purpose of carry-
ing out the provisions of this subheading. Nothing in this section
shall be construed to affect the rights and liabilities of the Commis-
sion; and as reconstituted, the continuity of the Commission's legal
existence shall not be impaired.
(b) The Director of the Department of Public Works of for Fred-
erick County shall ex officio be the chief administrative officer for
the Commission under the title of Director of Sanitary Facilities,
whose duties shall be to execute the policies of the Commission with-
in the provisions of this subheading. The Commission, with approval
of the Director of the Department of Public Works, shall appoint
and discharge at their pleasure a Secretary-Treasurer, a chief en-
gineer, A CHIEF ADMINISTRATIVE OFFICER and such other
engineering, legal, clerical and other personnel as the Commission
shall deem necessary at such wage or salary scales as may be
approved by the County Commissioners. The Secretary-Treasurer
appointed by the Commission shall be the collector of all charges
and assessments made by the Commission, and shall receive and
account for all monies which shall be due and payable to the
Commission from any source whatsoever. All monies deposited
shall be protected by a depository bond, or by such other securi-
ties as may be approved by the Commission. The Secretary-Treas-
urer shall give bond to the State of Maryland, to the amount of
$20,000.00, with a good and sufficient surety to be approved by the
Commission, with the condition "that if the above bounden shall
well and faithfully execute his office and shall account to the Com-
mission for all monies which he shall receive for account of the Com-
