(d)    Existing or proposed public land adjacent to the rivers and
streams of Maryland.

(e)    Sections of streams where no development exists on either
side of the river or stream for a distance of
¼ mile from the cen-
ter
MEAN HIGH WATER line (120 acres per mile) of said river
or stream.

(f)    Sections of streams where limited development exists but
is compatible with the wise use of the resources.

(g)    Sections where encroachment is imminent and such en-
croachment would lead to degradation of river and stream, to some
form of pollution or adversely effect the intent of this act.

(h) Sections of streams which are important as food produc-
tion areas, areas supporting migratory waterfowl, and spawning
areas for shellfish.

The State BY ACT OF THE GENERAL ASSEMBLY OF MARY-
LAND may establish a scenic rivers program and may include in
such program land adjacent to rivers and streams designated
REC-
OMMENDED by the Scenic Rivers Review Board. The board shall
administer the program in cooperation with the
THE Departments
of Forest and Parks, Game and Inland Fish,
AND Chesapeake Bay
Affairs,
IN COOPERATION WITH THE MARYLAND GEOLOG-
ICAL SURVEY and THE DEPARTMENT OF Water Resources.
SHALL ADMINISTER THE SCENIC RIVER PROGRAM TO
PROVIDE These lands are to be administered so that there is wise
management of the resources cm the land and preservation of their
scenic qualities. Development is to be limited to activities such as
fishing, hunting, hiking, horseback riding, nature trails and
GEO-
LOGICAL INTERPRETATION, scenic overlooks APPRECIATION
and other programs through which the significance VALUE of these
areas as scenic rivers could be appreciated by the general public and
enjoyment would be provided for the public by a setting of natural
solitude.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1968.

CHAPTER 86
(House Bill 209)

AN ACT to add a new subsection (g) to Section 521 of Article 27
of the Annotated Code of Maryland (1967 Replacement Volume),
title "Crimes and Punishments," subtitle "Sabbath Breaking,"
to follow immediately after Section 521(f) thereof, exempting
the application of this section to such persons who conscientiously
believe that the seventh day of the week ought to be observed
as the Sabbath or to such persons who conscientiously believe
