the conservation and enjoyment of scenic rivers and streams in
Maryland.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Sections 759 through 762 be and they are hereby added
to Article 66C of the Annotated Code of Maryland (1967 Replace-
ment Volume), title "Natural Resources," to follow immediately
after Section 758 thereof and to be under the new subtitle "Scenic
Rivers," and to read as follows:

SCENIC RIVERS
759.

Many of the rivers of Maryland or sections thereof and related
adjacent land areas, possess outstanding scenic, fish, wildlife, and
other recreation values of present and potential benefit to the citi-
zens of Maryland.
To IT SHALL BE THE POLICY OF THE STATE
TO protect the water quality of such rivers and to fulfill vital con-
servation purposes through the wise use of resources within this
scenic river system,.
THEREFORE it is essential that a scenic
rivers system be developed so that these purposes may be fulfilled.

760.

There is created a Scenic Rivers Review Board. This board shall
consist of the Chairman of the Board of Natural Resources
and,
THE four other DEPARTMENTAL members of the Board of Nat-
ural Resources designated by the Chairman, a member.
THE DI-
RECTOR of the State Planning Commission DEPARTMENT
and the Chairman of the Maryland Environmental Trust. The board
shall select its chairman. The board shall inventory all potential
scenic river sites and provide to the Governor
COMPILE a list of such
areas.
WHICH SHALL BE SUBMITTED ANNUALLY TO THE
GENERAL ASSEMBLY. The board shall also develop an adminis-
trative system necessary to carry out the purposes of this subtitle.
The board will cooperate with federal agencies, other state agencies,
and counties in the implementation of this inventory and in the future
establishment of a scenic rivers system. The members of the board
shall receive no salary as members, but shall
MAY be reimbursed for
reasonable expenses incurred in attending meetings and other busi-
ness of the board. The board have such employees as are neces-
sary to carry out the purposes of this subtitle and compensation for
such employees shall be as provided for in the budget.

761.

Rivers, streams or sections of streams, tributaries and the related
adjacent lands included in the descriptions herein specified may
be designated
RECOMMENDED by the Scenic Rivers Review Board,
to be included in the system of scenic rivers:

(a)    Trout streams and wetland areas as designated by the De-
partment of Game and Inland Fish.

(b)    Spawning and propagation areas as outlined by the De-
partment of Chesapeake Bay Affairs.

(c)    Streams and rivers with scenic and aesthetic value of State-
wide significance as outlined by the Department of Forests and
Parks.
