SEC. 3. AND BE IT FURTHER ENACTED, THAT SUBJECT
TO THE PROVISIONS OF SECTION 2 HEREIN THIS ACT
SHALL TAKE EFFECT ON JULY 1, 1968.

AN ACT to add a new Section 2A to Article 25 of the Annotated
Code of Maryland (1966 Replacement Volume), title "County
Commissioners," subtitle "General Provisions," to follow immedi-
ately after Section 2 thereof, to authorize the County Commis-
sioners of any county in the State to provide for electric lighting
along streets, lanes, alleys, and public ways and to enter into
agreements for the installation, maintenance and operation of
such electric lighting; to provide for payment therefor by estab-
lishing special taxing districts.
Section 1. Be it enacted by the General Assembly of Maryland,
That a new Section 2A be and it is hereby added to Article 25 of
the Annotated Code of Maryland (1966 Replacement Volume), title
"County Commissioners," subtitle "General Provisions," to follow
immediately after Section 2 thereof and to read as follows:
2A. Electric Lighting—Special Taxing Districts
The County Commissioners of every county in the State, in addi-
tion to, but not in substitution of, the powers which may have been
or may hereafter be granted them, shall have the power to provide
for electric lighting along all or any part of the streets, lanes, alleys
and public ways of the county, and to enter into agreements with
any person, partnership or corporation for the installation, mainte-
nance and operation of electric lighting. The costs of electric light-
ing provided under the authority of this section shall be paid by
ad valorem taxes levied upon the property within the area to be
served by the electric lighting. An electric lighting district may be
created by the County Commissioners upon receipt of a petition
signed by the owners of more than sixty per centum (60%) of the
PROPERTY OWNERS assessed valuation of the real property
