daries of the area proposed to be created as the district. Upon
receipt of the petition, the County Commissioners shall hold a public
hearing at which time the residents and taxpayers within the pro-
posed electric lighting district shall be given an opportunity to be
heard. This hearing shall be held not less than fourteen (14) days
nor more than sixty (60) days following receipt of the petition and
notice of this hearing shall be published at least once in a newspaper
of general circulation in the area where the proposed electric light-
ing district is to be located. Following this hearing the County Com-
missioners shall have the power to establish the electric lighting
district and to levy on all property which is subject to ordinary
county taxes and is located within the district ad valorem taxes at a
rate sufficient to pay the cost thereof. All such taxes shall be levied
in the same manner, upon the same assessments, for the same period
or periods, and as of the same date or dates of finality as are now or
may hereafter be prescribed.
Sec. 2. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the imme-
diate preservation of the public health and safety and having been
passed by a yea and nay vote supported by three-fifths of all the
members elected to each of the two houses of the General Assembly,
the same shall take effect from the date of its passage.

AN ACT to add a new Section 3A to AND TO REPEAL AND RE-
ENACT, WITH AMENDMENTS, SECTION 5 (A) OF Article
32 of the Annotated Code of Maryland (1967 Replacement Vol-
ume), title "Dentistry," subtitle "In General," to follow immedi-
ately after Section 3 thereof, providing that the State Board of
Dental Examiners in any duty, function, or power under this
Article shall not discriminate against any person because of his
race, creed, color, or national origin AND TO CHANGE THE
REQUIREMENTS POSSESSED BY PERSONS WITH DENTAL
DEGREES WHO MAY APPLY TO THE BOARD OF DENTAL
EXAMINERS FOR EXAMINATION BY THE BOARD TO
PRACTICE DENTISTRY IN THIS STATE.
Section 1. Be it enacted by the General Assembly of Maryland,
That a new Section 3A be and it is hereby added to Article 32 of
the Annotated Code of Maryland (1967 Replacement Volume), title
"Dentistry," subtitle "In General," to follow immediately after Sec-
tion 3 thereof, and to read as follows:
3A.
The State Board of Dental Examiners, in any duty, function, or
power under this Article, shall not discriminate against any person
because of his race, creed, color, or national origin.
