barber who desires to train apprentices must first qualify as pro-
vided for teachers in barber schools under Section 318A of this
subtitle.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1968.

AN ACT to repeal and re-enact, with amendments, title and sub-
title of Article 49B of the Annotated Code of Maryland (1964
Replacement Volume and 1967 Supplement), title "Interracial
Commission," subtitle "Commission on Interracial Problems and
Relations"; and to repeal and re-enact, with amendments, Sections
1 and 3 of Article 49B (1964 Replacement Volume), title "Inter-
racial Commission," subtitle "Commission on Interracial Problems
and Relations"; and to repeal and re-enact, with amendments,
Section 12 of Article 49B (1964 Replacement Volume), title
"Interracial Commission," subtitle "Enforcement Powers of
Commission," to change title of Article 49B from Interracial
Commission to Human Relations Commission, and make necessary
changes in all references to the Commission in subtitles and sec-
tions of Article 49B.
Section 1. Be it enacted by the General Assembly of Maryland,
That the title and subtitle of Article 49B of the Annotated Code
of Maryland (1964 Replacement Volume and 1967 Supplement),
title "Interracial Commission," subtitle "Commission on Interracial
Problems and Relations"; and Sections 1 and 3 of Article 49B (1964
Replacement Volume), title "Interracial Problems and Relations";
and Section 12 of Article 49B (1964 Replacement Volume), title
"Interracial Commission," subtitle "Enforcement Powers of Com-
mission," be and they are hereby repealed and re-enacted, with
amendments, to read as follows:
49B. [Interracial] Human Relations Commission
Commission on [Interracial Problems and]
Human Relations
1. There is hereby created a Commission on [Interracial Problems
and] Human Relations, to consist of nine members who shall be
appointed by the Governor for a term of six years, by and with the
advice and consent of the Senate. Of the members first appointed,
three shall be for a term of two years, three for a term of four years
and three for a term of six years but thereafter, their successors
shall be appointed for terms of six years. The Governor shall desig-
nate the chairman of said Commission. In case of any vacancy, the
Governor shall appoint a successor for the unexpired term. As of
June 1, 1963, the vacancies which occur in the membership of said
