Commission, either by expiration of the term of appointment or
otherwise, shall be filled according to the following residence require-
ments such that within six years following June 1, 1963, the com-
position of the Commission shall be: One member shall be from
Caroline, Cecil, Kent, Queens Anne's or Talbot counties; one member
shall be from Dorchester, Wicomico, Worcester or Somerset counties;
three members shall be from Baltimore City; one member shall be
from Allegany, Carroll, Frederick, Garrett, Howard, Montgomery, or
Washington counties; one member shall be from Harford or Balti-
more County; and two members shall be from Anne Arundel, Calvert,
Charles, Prince George's or St. Mary's counties.
3. The said Commission shall have authority and power to make
such surveys and studies concerning [interracial] human relations,
conditions and problems as it may determine, and to promote in every
way possible the betterment of [interracial] human relations. In
making such studies and surveys, it shall be authorized to expend
any funds which may be provided for in the budget or otherwise
made available.
It shall be the duty of said Commission to submit an annual report
to the Governor and General Assembly on or before January 1st
each year, setting forth the results of its studies and recommenda-
tions, if any, for any additional legislation.
12. Any person claiming to be aggrieved by an alleged discrimina-
tion as to any of the subtitles of this article, on the basis of race,
creed, color or national origin, and within the provisions of any of
these subtitles may make, sign and file with the Commission on
[Interracial Problems] Human Relations (hereinafter referred to
as the "Commission") a complaint in writing under oath. The com-
plaint shall state the name and address of the person, firm, associa-
tion, partnership or corporation alleged to have committed the act
of discrimination together with the particulars thereof; and the
complaint also shall contain such other information as may be
required from time to time by the Commission.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1968.

CHAPTER 84
(House Bill 866)
AN ACT to add new Section 353A to Article 27 of the Annotated
Code of Maryland (1967 Replacement Volume), title "Crimes and
Punishments," subtitle "Larceny After Trust" to follow immedi-
ately after Section 353 thereof relating to persons who receive
physical possession of goods or things of value under a written
contract or written lease for certain properties and who fraudu-
lently convert the same to their own use and relating generally to
such possessions and their entrusting and conversion.
