Western Maryland which shall comprise the counties of Allegany,
Frederick, Garrett and Washington. The regional appointments shall
be licensed well drillers and be actively engaged at the time of their
appointment in the well drilling business in the State. The remaining
three (3) members of the Board shall be appointed by the Governor
as follows: one (1) from the public at large, who shall serve as
Chairman of the Board; one (1) from the Department of Water
Resources; and one (1) from Environmental Health Services, De-
partment of Health. In the event of a vacancy the Governor shaft
appoint a successor to serve for the remainder of the unexpired term.
(c) Compensation for members of the Board, other than public
officials, shall be as provided in the budget.
(d) It is the duty of the Board to administer and provide for the
enforcement of all the provisions of this subtitle. The Board has all
of the powers expressly conferred or reasonably implied from the
provisions of this subtitle. The Board is expressly vested with the
power and authority to make and enforce such rules and regulations
as are not inconsistent with the provisions of this subtitle, and which
it may from time to time deem necessary to carry out the provisions
of this subtitle. It shall be the duty of the Board to issue licenses as
well driller to all applicants who shall be duly qualified under and
who comply with the provisions of this subtitle.
(e) The Board may employ a secretary and such other assistants
or clerks as may be necessary to assist in discharging the duties
imposed by this subtitle. Compensation for employees of the Board
shall be as provided in the State budget.
(f) The Secretary of the Board shall collect, account for, and pay
over all fees required by this subtitle in such manner as may be pre-
scribed by rule or regulation of the Comptroller, and shall give bond
in such penalty and form as may be required by the Comptroller.
(g) The Board shall adopt a Seal with such design as the Gov-
ernor may approve, and the impression and description of the Seal
shall be filed with the Secretary of the State.
(h) All licenses and official records kept in the office of the Board
under authority of this subtitle shall be open to public inspection
under such reasonable rules and regulations as may be prescribed by
the Board. Copies of all records and proceedings of the Board, duly
certified and authenticated by the Seal of the Board, shall be received
in evidence in all courts.
79.
(a) The Board is authorized and empowered to grant licenses to
persons desiring or intending to engage in the business of well drill-
ing in this State in the manner and upon their terms and conditions
hereinafter provided upon the payment of an annual fee of twenty-
five dollars ($25.00).
(b) Every license issued under the authority granted by this sub-
title, unless sooner revoked or suspended, shall expire on the thirtieth
of June next following the date of issuance of such license. Renewal
licenses shall be issued on application therefor and upon payment
of the annual licenser FEE. No examination may be required of an
applicant for a renewal license.
