office to be presented by the court. The compensation of said Jury
Commissioner shall be determined by the court, with the concurrence

of the County Council. The said Circuit Court for Montgomery

County, in general terms, by a vote of a majority of all their num-

ber, shall have power summarily to remove the Commissioner for

absence, inability, or for any misfeasance or malfeasance, and to
appoint another person for the unexpired term.

(c) Duties and powers

(i) It shall be the duty of the Commissioner to select, qualify and
draw all jurors from a fair and complete Master List of residents
of the county which shall be compiled and preserved by the Com-
missioner.
UNDER THE SUPERVISION AND DIRECTION OF
THE COURT. All existing lists of qualified jurors heretofore used,
are hereby continued, and shall constitute the beginnings of the
aforementioned Master List. Hereafter, the Commissioner shall pro-
cure annually from the county Board of Election Supervisors, the
registrations lists of the several election districts of said county for
the last general election, and such supplemental lists as are necessary
to annually update the list. The Commissioner may similarly procure
annually, a listing of those names appearing on the tax books of the
county, and such supplemental lists as are necessary to annually
update the list. The Commissioner may also use any and all other
listings available to him or known to him, which may be necessary
to compile and annually update the Master List.

(ii) From the aforementioned listings and annual supplements,
the Commissioner shall compile a complete Master List, which shall
reflect, as nearly as possible, a fair and complete list of all persons
eligible for jury duty in the county. The Commissioner shall be
responsible for the collating of said listings for duplication, and for
the removal therefrom of persons who have died, removed them-
selves from the jurisdiction of the court, are
disqualified for age,
criminal record or such other disqualification as provided for by law.

(iii) From time to time, the Jury Commissioner or his assistant
shall have the power to send written questionnaires, either by mail
or by personal service through the office of the Sheriff of the County,
to such number of persons whose names shall appear in any of the
aforementioned lists, for the purpose of ascertaining the age, place
of residence, citizenship, occupation or employment, condition of
health, ability to read and write the English language, criminal
record, prior jury service, if any, preference of what term of court
he would prefer to serve, and such other pertinent facts as may be
deemed necessary. Such person may be summonsed to appear before
the Jury Commissioner for personal interviews for the purpose of
determining his fitness and availability for jury service. Any person
who shall willfully fail to answer such questionnaire, or who should
willfully fail to appear for personal interview when duly summonsed
to do so, shall be liable to punishment as for contempt of court. Any
person who shall make his personal appearance before such Jury
Commissioner in response to such summons shall be allowed the
same per diem and expenses for his attendance as are allowed by
law to duly selected persons.

(iv) The purpose of the Master List is to provide for a means of
checking new names for either prior rejection or acceptance. Each
year, or as often as deemed necessary by the Commissioner, the
