Whereas, pursuant to said Chapter 9 there remains in the City the
power to borrow One Million Six Hundred Thousand Dollars
($1,600,000.00) for which no ordinance has been approved by the
voters of Baltimore City; and
Whereas, it has been determined that it would not now be in the
best interests of the City to borrow the forementioned sum of One
Million Six Hundred Thousand Dollars ($1,600,000.00) for the pur-
poses mentioned in said Chapter 9 of the Laws of Maryland of 1944
(Extraordinary Session); now, therefore,
Section 1. Be it enacted by the General Assembly of Maryland,
That the authority granted to the Mayor and City Council of Balti-
more by Chapter 9 of the Laws of Maryland of 1944 (Extraordinary
Session) to create a debt and to issue its Certificates of Indebted-
ness as evidence thereof, be and the same is hereby reduced from
the amount of Seven Million Dollars ($7,000,000.00) to an amount
not exceeding Five Million Four Hundred Thousand Dollars
($5,400,000.00).
Sec. 2. And be it further enacted, That nothing contained in this
Act shall be taken or construed to:
(a) Change, alter or modify any of the terms and provisions of
Chapter 9 of the Laws of Maryland of 1944 (Extraordinary Session),
except in the manner and to the extent specifically set forth herein;
(b) Change, alter, modify or release any of the obligations or
liabilities which the City has incurred or may incur under the terms
and provisions of any bonds which the City has heretofore issued
and sold pursuant to the legislation hereinbefore mentioned; and
(c) Change, alter or modify any of the power and authority vested
in the City to hereafter issue and sell its bonds in accordance with
the terms and provisions of Chapter 9 of the Laws of Maryland of
1944 (Extraordinary Session), and Ordinance No. 1277, approved
June 22, 1962.
Sec. 3. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the imme-
diate preservation of the public health and safety and having been
passed by a yea and nay vote supported by three-fifths of the mem-
bers elected to each of the two Houses of the General Assembly of
Maryland, the same shall take effect from the date of its passage.
