may incur under the terms and provisions of any Certificates of
Indebtedness which said municipality has heretofore issued and
sold pursuant to said Chapter 9 and certain ordinances; and (c)
Any of the power and authority vested in said municipality to
hereafter issue and sell its Certificates of Indebtedness in accord-
ance with the terms and provisions of said Chapter 9 and a certain
ordinance.
Whereas, Chapter 9 of the Laws of Maryland of 1944 (Extraordi-
nary Session) authorized the Mayor and City Council of Baltimore
(hereinafter sometimes called "City") to borrow Seven Million Dol-
lars ($7,000,000.00) and to use such funds in connection with the
construction of buildings or structures as provided from time to time
by ordinance or ordinances of the Mayor and City Council of Balti-
more; and
Whereas, pursuant to the provisions of said Chapter 9, the Mayor
and City Council of Baltimore has enacted the following ordinances:
(a) Ordinance No. 117, approved by the Mayor of Baltimore on
July 14, 1944, and by the voters of Baltimore City on November 7,
1944, which authorized the City to borrow Two Million Dollars
($2,000,000.00) and to use the same for the construction of build-
ings or structures to be used for the activities or functions of the
Department of Health, Department of Welfare, Fire Department,
Police Department or public libraries; certificates of indebtedness
(hereinafter sometimes called "bonds") have been issued and sold
by the City in the amount of Two Million Dollars ($2,000,000.00), as
authorized by said legislation;
(b) Ordinance No. 1319, approved by the Mayor of Baltimore on
February 16, 1955, and by the voters of Baltimore City on May 3,
1955, which authorized the City to borrow One Million Five Hundred
Thousand Dollars ($1,500,000.00) and to use the same for the con-
struction of an east wing and a rear west wing to the infirmary
building at the Baltimore City Hospitals; bonds have been issued and
sold by the City in the amount of One Million Five Hundred Thou-
sand Dollars ($1,500,000.00), as authorized by said legislation;
(c) Ordinance No. 1322, approved by the Mayor of Baltimore on
February 16, 1955, and by the voters of Baltimore City on May 3,
1955, which authorized the City to borrow One Million Dollars
($1,000,000.00) and to use the same for a new health district build-
ing or structure or for or in connection with the activities of the
Health Department of Baltimore City; bonds have been issued and
sold in the amount of One Million Dollars ($1,000,000.00), as author-
ized by said legislation;
(d) Ordinance No. 1277, approved by the Mayor of Baltimore on
June 22, 1962, and by the voters of Baltimore City on November 6,
1962, which authorized the City to borrow Nine Hundred Thousand
Dollars ($900,000.00) and to use the same for the construction of a
building or structure to be used for the office, functions and activities
of the Chief Medical Examiner; bonds have been issued and sold
by the City in the amount of Four Hundred Thousand Dollars
($400,000.00), as authorized by said legislation; so that the City is
still authorized to issue and sell its bonds in the amount of Five
Hundred Thousand Dollars ($500,000.00) pursuant to said Ordinance
No. 1277; and
