106                             LAWS OF MARYLAND                        [CH. 74

United States, (2) the Governor of any State, (3) to authorized
officials of the Game and Fish Departments of other States. Such
licenses shall not be transferable, and shall be issued without fee on
such forms as the [Commission] Department may designate.

(d) Sale of licenses by persons engaged in retail business.—Any
person engaged in a retail business (except where distilled spirits
are sold for consumption on the premises) desiring to sell fishing
licenses under the control and supervision of the Department of
Game and Inland Fish shall present to the Department a certified
check, postal money-order, bank draft, [or] cash or other checks
as approved by the Department
covering all licenses so desired by
them. Under no circumstances will the Department be compelled
to issue less than the following fishing licenses:

10 Resident
5 Non-resident

[10 Special Potomac River (for residents only of the District of
Columbia, Washington, D.C.)]

[10 Special Potomac River (for residents only of Virginia and
West Virginia)]

10 Special Potomac River (for residents only of District of
Columbia, Washington, D.C., Virginia and West Virginia).

All agents shall designate the location where the licenses are to be
sold and shall file said information with the Department at the time
of purchase of licenses.

The agent shall agree to submit the necessary reports of sales
together with the duplicate stubs after the first day of each and every
month thereafter as long as he sells these licenses in accordance with
Section 219 and said report and stubs shall reach this office not later
than the seventh day of each succeeding month.

The Department of Game and Inland Fish shall credit all author-
ized agents with all monies paid for fishing licenses and shall credit
them with all licenses returned by them which have not been issued
and remain intact only in the books and return to such agent the
money received for all unused or voided licenses. The agent shall
agree to fill out all licenses in a proper and legible manner and this
shall include the duplicate stubs which are to be filed in the office of
the Department of Game and Inland Fish as above mentioned.

It shall be unlawful for any agent authorized to issue any licenses
under this section to make any false statements concerning dates of
issuance or other license data. All license books or stubs shall be
available for inspection at all times during the regular business day
by any officer authorized to enforce the State game and fish laws.
No person shall be permitted to issue any license without receiving
the license fees as required by law. Receipts shall not be issued in
lieu of licenses and receipts so issued shall be in violation of this
section.

Any agent who does not dispose of all fishing licenses purchased
from the Department of Game and Inland Fish and who presents
the unused licenses to the Department for a refund and after the
same have been checked and found to be correct, then the Depart-
