State. The Department of Motor Vehicles, the State Roads Commis-
sion, the Department of Post Mortem Examiners, commissions con-
cerned with highway safety, and all law enforcement agencies of
the State shall furnish information relative to such accidents at such
times and in such form as may be prescribed by rule of the Super-
intendent.

9.    Criminal information.

The Department shall collect, analyze, and disseminate information
relative to the incidence of crime within the State, the identity of
known and suspected offenders, and the arrest, disposition, and in-
carceration of such offenders. All law enforcement agencies of the
State and all places for the confinement of persons convicted of crime,
including Patuxent Institution and hospitals for the criminally in-
sane, shall furnish such information at such times, in such form, and
to such extent as may be prescribed by rule of the Superintendent.

10.    Dissemination of information to participating agencies.

Any information, records, and statistics collected pursuant to this
subtitle shall be available for use by any agency required to furnish
information, to the extent that such information is reasonably neces-
sary or useful to such agency in carrying out the duties imposed
upon it by law. The Superintendent may by rule establish such con-
ditions for the use of
OR availability of such information as may be
necessary to its preservation, the protection of confidential informa-
tion, or the circumstances of a pending prosecution.

11.    Dissemination of information to public.

The Department shall at least monthly publish statistics concern-
ing the occurrence and cause of all motor vehicle accidents within
the State. The Department shall also publish periodic statistics of
the incidence of crime within the State. No such statistical report
shall name or otherwise identify a particular known or suspected
offender. Reports required by this section shall be distributed to all
agencies which contributed information contained in such reports,
to the press, and to all other interested persons. In addition, the
Superintendent may prescribe by rule the conditions under which
reports of specific motor vehicle accidents may be made available
upon request to the public; and the fee for furnishing any such re-
port shall be $1.00.

12.    Recommendations by Department.

Any report issued by the Department pursuant to the preceding
subsection may include recommendations to the Governor and the
General Assembly of such legislation as the contents of the reports
indicate is necessary or desirable to promote traffic safety, reduce
crime, or otherwise insure proper law enforcement.

The Department shall administer the laws relating to the sales
of pistols and revolvers, the licensing and supervision of private
detectives, the registration of eavesdropping or wiretapping devices,
