polity; (4) when ordered by the Governor to act within the munici-
pality; or (5) when enforcing the motor vehicle laws of this State.

(c) Outside State. No police employee shall be placed on de-
tached service and act for any federal department, agency or com-
mittee outside of the State of Maryland without the written approval
of the Governor or as otherwise provided by law.

Coordinate Duties of Department

5.    Generally.

The duties and powers of the Department with respect to law en-
forcement are supplemental to and concurrent with similar powers
and duties conferred by law upon other law enforcement agencies
of the State in their respective jurisdictions. Technological develop-
ments, changes in the population and economy of the State, and
other factors directly related to proper law enforcement require effec-
tive cooperation between all such agencies in order to provide effi-
cient utilization of equipment, personnel, and information and prompt
means of collection, analysis, and dissemination of information rele-
vant to the duties of all such agencies. The duties imposed upon the
Department by this subtitle shall be construed to promote such effec-
tive cooperation. Such duties shall not be construed to limit the
powers or responsibility of any other law enforcement agency or to
make any such agency subject to the supervision of the Department.

6.    Training facilities.

The Department shall make its training facilities available to any
law enforcement agency of the State and the Police Training Com-
mission to the extent permitted by fiscal appropriation and the avail-
ability of such facilities and employees of the Department. The ex-
tent of use of such facilities, the course of training, and the qualifi-
cations of persons using such facilities shall be established by rule
of the Superintendent.

7.    Communications systems.

Any law enforcement agency of the State or any State agency
may be permitted to connect with and use any teletypewriter, voice
communication, data communication, message switching or other
communication system established by the Department for Statewide
use. Such connection and use shall be subject to and in accordance
with rules established by the Superintendent to promote the pur-
poses of this subtitle, to insure the effective, economical, and efficient
utilization of the entire system, and to prevent interference with
the law enforcement duties of the Department. Violation of such
rules shall constitute sufficient basis for withdrawal of permission
to connect with and use such system. To the extent permitted by
specific budget appropriation, the cost of rental of such equipment
and the circuitry necessary thereto shall be paid by the State, ex-
cept rental and/or purchase costs of terminal devices and the cir-
cuitry necessary thereto tied to the State Police Computer System;
all supplies and other charges connected therewith shall be paid by
the law enforcement agency.

8.    Motor vehicle accidents.

The Department shall collect, analyze, and disseminate information
relative to the occurrence of motor vehicle accidents within the
